Questions/Addenda: Questions requesting clarification of the bid must be submitted in writing to the Procurement Officer indicated above: Before the end of the day, on Friday, May 17, 2024 Answers to questions will be available in the form of an addendum on the Procurement and Contracts' website Ellsworth Correctional Facility (ECF) is soliciting bids to provide and install an IP Based Intercom Communications System to replace the existing system. The awarded vendor will need to provide the following: o New intercom field devices for all eight (8) existing intercom stations. o Provide a new intercom amplifier and master intercom station connected to the new field devices o Provide new fiber converters for the north gate intercom station (fiber to remain) o The new intercom system will function similar to the existing system The intent is to re-use all existing cable. Existing enclosures and head-end equipment will be re-used. The awarded vendor shall provide UPS power for all head-end equipment provided by bid recipient. Intercom System at Ellsworth Correctional Facility (ECF) Building #1: The New IP Network Intercom System must be Compatible with Existing I.T. Network infrastructure already present at ECF. The new Intercom system will need to be expandable and scalable for additional call stations for future additions to the system. The new intercom field devices will service all eight (8) existing intercom stations with a new intercom server and master intercom station connected to the new field devices. The system will also provide the ability to page each building as a whole and page all buildings at once. The system must be usable from any telephone on your existing telephone system to make a page to any zone or an all page. The vendor shall provide new fiber converters for the north gate intercom station (fiber to remain). The new intercom system shall function similar to the existing system. The Facility will provide any additional equipment or programming that may be required to provide these two port from our telephone system. One paging station will be installed in main control to allow pages to be made to any zone or an all page for when the phone system is offline. The system will connect to our existing local area network. Each connection to our local area network requires a network port with PoE. New power amplifiers will be needed in each building to connect to the existing speakers. These power amplifiers and associated equipment will need to be housed in new wall mount equipment cabinets provided by bidder. All existing speakers and speaker cabling will remain and be connected to the proposed system. The vendor will provide, install, configure and test the equipment for the new Intercom system as outlined above and train Ellsworth Correctional Facility personnel on the operation of the system. Touch Screen or PC Based screen is preferred to integrate the operations of intercom and paging systems, with future expansion I/O contact points for lights or field kill control. Intercom station selection up to 50 total call stations 10 Zone and all page locations On and off control of lights, phone and power outlets in the day rooms and pods. The touch screens will also visually display the status of the following: o Intercom call-in o Zone or all page active o Exterior lights on or off o Electrical Field Kill on/off to buildings Audible indications will be provided for the following: o Intercom call-in Operation will be very similar to the operation of the existing control panels. Examples are outlined below. Intercom - Touching the ion for the associated intercom station on the touch screen will change the color of the intercom station icon on the touch screen and open a communication path to that intercom station and audio will be heard from that station. Pushing the push to talk switch on the intercom console will change from the listen mode to talk mode. Pressing the cancel button on the touch screen will turn off the audio connection and change the color of the intercom station icon back to the normal inactive state. When the call-in button from an intercom station is pressed the associated intercom icon on the touch screen will change colors and an audible will sound. Touching the associated icon for lights, phone or outlets on the touch screen will change the color of the icon and turn the associated lights, phones or outlets on or off. Touching the same icon again will toggle the state of the associated lights, phone or outlets and change the color of the icon. For those switches on the existing control panels that have protective flip top covers over the switches, a two step operation will be required. All of the existing intercom headend equipment located in control center will be replaced as part of this proposal. All existing intercom cabling will remain and be reused if applicable with the new headend. All 8 existing call stations will need to be replaced with new call stations in field and network cable installed to these call stations. Provide New Fiber optic transceivers for multimode fiber, Bit drivers and mic amp driver and related equipment for intercom station at North Gate Sally Port location. Work is to be performed during normal business hours unless arrangements have been made with ECF staff. Prior to project start date, awarded vendor must have a detailed schedule of system downtime. This schedule must be approved by ECF staff.
