Project: New Fuel Station at Y-12 National Security Complex, Oak Ridge, Tennessee. Introduction: Consolidated Nuclear Security, LLC (CNS) is seeking interested parties to contract for the design and construction of a new fuel station. CNS prefers to contract with one entity capable of performing the activities outlined herein. The successful bidder (Subcontractor) will be responsible for the design and construction of this project. Interested companies or teaming arrangements must be able to demonstrate 5 years of minimum experience in the design and installation of fueling stations. Interested parties are encouraged to reply to the expression of interest if you can provide the services listed below. Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS. Estimated Range between $1M - $10M General Scope Description for the New Fuel Station Project: This project includes the design and construction of a new fuel station equipped with a building that will accommodate a computer workspace for one (1) person, an awning that covers three (3) separate pumps (E-85, E-87, & Diesel) which can be tracked autonomously, as well as three (3) above ground fuel storage tanks, one for each fuel type on the east end of the Y-12 Security Complex. Workers must be US Citizens to access the work location. No special security clearances are required. The performing company must be willing to be signatory to a project labor agreement and obtain than craft labor from the local union. Scope: Provide the design, material, site preparation, waste disposition, and installation for a refueling station on-site at Y-12 National Security Complex. The fuel station shall meet State of Tennessee and Federal regulations for unmanned fueling station, and meet the applicable national codes (eg. ASME, NFPA, NEC). The station shall have 3 separate fueling systems; one for unleaded, diesel, and E-85 fuel. A layout shall accommodate use of the dispenser and filling to the tanks by a full-length tractor-trailer. Each fuel storage tank will be located above ground, have a minimum capacity of 10,000 gallons, have level and leak monitoring, have the ability to fill each tank remotely, and have spill containment. The fuel dispenser will be controlled by a site 'credit card' system. The fuel station will also have a canopy/awning that covers the dispensers and vehicle area, and be high enough that a tractor-trailer can fill at the dispensers. The area will also have appropriate lighting for operation and monitoring. An outbuilding will be provided to house the computer system and phone. In addition, acceptance testing/commissioning/startup will be required. Summary: Proposals will be evaluated as Best Value/Trade off using procurement criteria set forth in the solicitation.
