The City of Orangeburg, Department of Public Utilities, (DPU), South Carolina, is now accepting Engineering Proposals for an Electric Transmission Project for a portion of its 115kV Transmission Line. Requirements for the Proposal are stated below. The DPU is seeking to partner contractually with a qualified Engineering firm to study and design an upgrade for Protective Relaying on a section of the DPU 115kV Transmission Line from Dominion Substation as follows: 1. Protective Relaying Alt Settings from DESC Sub CB 20202 to both DPU Subs 19 and 15. 2. Protective Relaying Alt Settings from DESC Sub CB 20222 to both DPU Subs 19 and 15. 3. Provide new DPU 115kV Transmission Pole with additional GOAB Switch to tie into DESC CB 20212. 4. Protective Relaying Main Settings files and Alt Settings from DESC Sub CB 20212 to both DPU Subs 19 and 15. The DPU will Contract with DESC for engineering services to upgrade DESC Protective Relaying for CBs 20202 and 20222 and add connection with Protective Relay settings for DESC CB 20212. The DPU will Contract with a Consulting Engineer for this project. The Engineers' standard EJCDC contract form will suffice. It is DPU's intention to allow the Consulting Engineer to manage the project and work closely with DESC for a successful conclusion to the work. Evaluate the DPU 115kV transmission line CASE STUDIES described below, in full communication and coordination with Dominion Energy engineering personnel. Case Study 1: (see sketch 1 of 5) Existing 115kV Transmission take-off configuration. Circuit Breaker 20222 opened. Tie Switch "Closed". CB 20202 serves a 3-point network; both directions - Sub 19 and Sub 15. Case Study 2: (see sketch 2 of 5) Existing 115kV Transmission take-off configuration. Circuit Breaker 20202 opened. Tie Switch "Closed". CB 20222 serves a 3-point network; both directions - Sub 19 and Sub 15. Case Study 3: (see sketch 3 of 5) PROPOSED 115kV Transmission take-off configuration. New Pole DPU 26531 has new switches and ties to DESC CB 20212. Circuit Breaker 20222 "Open". Circuit Breaker 20202 "Closed". Tie Switch Y "Closed". Tie Switches X and Z are "Open". Owner Rights: The DPU reserves the right to accept any proposal or reject any or all proposals. The method of Contractor Selection has not been Determined at this time.
