PBA is seeking a contractor(s) for the provision of services to comply with underground storage tank (UST) regulations on required documentation, updating existing equipment to the guidelines provided by the governing agency, provide maintenance required to keep in compliance with the UST department. PBA would also like to have installation, disposal, and removal services for UST equipment. All PBA managed facilities are located within the boundaries of Knox County. The first property for this contract will be the City County Building. Other properties are to be added or removed at PBA's discretion. Prospective contractors may submit questions concerning this solicitation until 4:30 p.m. Eastern Time on May 21, 2024. Questions may be emailed to bdaniels@ktnpba.org. Suppliers shall hold their price firm and subject to acceptance by PBA for a period of ninety (90) days from the date of the proposal closing unless otherwise indicated in their proposal. The closest public parking garage is the Dwight Kessel Garage, located at 900 State Street. Once you leave the garage, you will cross Gay Street and the City County Building is to your left. The successful Contractor(s) may be required to submit a Performance Bond and a Payment Bond (each equal to 100% of the job cost) when any one project exceeds $100,000 in value. The Bonds will be returned upon the successful and satisfactory completion of the project. Performance and Payment bonds are required for construction contracts valued at $100,000 or more. PBA may require performance and payment bonds for other service-based contracts. PBA may require bid bonds for specific projects under any contract resulting from this RFP. Contractors will be notified when a bid bond will be required in a project specific bid package. PBA reserves the right to reject any and all proposals received as a result of this request and to waive any informality, technical defect or clerical error in any proposal, as the interests of PBA may require. Non-acceptance of any proposal will be devoid of any criticism of the proposal and of any implication that the proposal is deficient in any manner. Non-acceptance of any proposal will be construed as meaning simply that PBA does not deem the proposal to be acceptable or that another proposal was deemed to be more advantageous to PBA for the particular services proposed. PBA intends to issue a one (1) year award with the option to renew upon mutual consent of both parties. The term contract may be renewed for four (4) one-year periods, one (1) year at a time, for a possible total of five (5) years. The renewal option is at the discretion of PBA. PBA reserves the right to purchase these services from other sources if the need arises.
