Site work for a water / sewer project in Fountain Valley, California. Completed plans call for site work for a water / sewer project.

**As of August 16, 2024 Project has not yet awarded, Anticipated award date is on September 25, 2024.** The Project will remove and replace the existing buried 6-inch pipe along with its associated isolation valves around Secondary Clarifiers Nos. 1-26 at Plant No. 1. Engineering Estimate: The Engineer's Estimate for this Project is $1,810,000. Question Deadline 06/04/2024 at 5:00 PM PT All communications concerning this IFB must be in writing. Written questions regarding details of this IFB will be accepted (i.e., must be received) by OC SAN . Written questions must be sent by email to construction@ocsan.gov to the attention of Larry Roberson, Senior Contracts Administrator. A. This Project includes replacement of existing 6-inch ductile iron buried and above grade plant water (PW) piping, fittings, and connections around the Secondary Clarifiers 1-26 at Plant No. 1. Approximately 2,000 feet of existing buried and above grade 6-inch PW piping, valves, fittings, and connections will be removed, installed new, and replaced. In addition, piping is extended to connect existing gaps in the PW line to complete a loop for the Secondary Clarifiers. 1. Element 1: Piping - Replace 6-inch buried, tunnel, and above grade ductile iron plant water piping with new 6-inch plant water piping. a.Work shall be done in sections, requires existing utility protection, tapping and restoring existing connections, trenching and backfill, and AC pavement and concrete curb restoration. b. Remove 5 feet of existing above-grade 6-inch Ductile Iron Cement Lined PW piping, valves, fittings, and connections. c. Replace existing 6-inch below-grade ductile iron pipe with approximately 1,950 LF of high-density polyethylene (HDPE), which is located around the secondary clarifiers. d. Install new 6-inch above-grade fusion bonded epoxy-lined ductile iron pipe. The above-ground Work will re-route the existing plant water line on the northwest end of the secondary clarifiers and reconnect the plant water lines to allow for a complete loop. e.Alignment of new pipe will follow existing alignment. Any new alignments shall be kept as close to the existing alignment as feasible. f.Paint all piping, valves, fittings, support brackets, and connections that are exposed above-grade and within 3-inches below grade for transition. g.Pressure testing all PW segments will be required along with inspection and acceptance by the ENGINEER. h. Concrete encasement of HDPE, located on the west side of the secondary clarifiers on Fuentes Road, was installed under Project No. P1-102 (2006). As much as possible, the CONTRACTOR shall avoid the concrete encasement. i. Additional concrete backfill exists for the existing plant water pipe along the west and south sides of Secondary Clarifiers 25 and 26. Assume 200 CY. 2. Element 2: Valves - Replace six existing buried 6-inch isolation valves and add six (6) new buried 6-inch isolation valves. Add three new above ground 6-inch isolation valves. Add one new 0.5-inch isolation valve. New buried valves shall include valve can. a. Remove existing isolation valves and any existing valve cans, install replacement for new isolation valves and valve cans, and install additional new isolation valves and any needed valve cans. Valves are to be installed above grade and below grade. Below grade valves shall be installed with valve cans. 3. Element3: Air Release/Air Vacuum -Install new piping and air release/air vacuum assembly and fittings at new above-grade 6-inch piping. 4. Element 4: Fittings and Connections - Replace necessary fittings and connections to allow for a complete plant water pipe system. This includes capping off and connections to existing piping, hose bibs, and scum spray nozzles related to the secondary clarifiers. 5. Element 5: Hazardous Materials - Excavated trench soil and materials include contamination. Soil contamination of polychlorinated biphenyl (PCB) and dieldrin was identified at the aeration basin ramp, located near the northwest end of the secondary clarifiers on Fuentes Road. Contamination was also noted along Perimeter Road south of the secondary clarifiers and along Finals Way along north side of secondary clarifiers per geotechnical borings. See Geotechnical Report including boring test locations, hazardous materials list, and concentrations. Currently, there are no other known locations with existing soil contamination. Assume 170 CY. See Drawing No. D1001 in the Plans for expected limits of hazardous materials and Section 01900 Hazardous Materials Mitigation and Controls for reference 6. Removal and replacement of the PW piping shall be accomplished in phases. Construction to include up to six phases while maintaining operating service to at least 75 percent of the Secondary Clarifiers at all times, subject to coordination with, and acceptance by, the ENGINEER. Refer to Section 01120, Work Sequence and Section 01140, Work Restrictions. 7. Site restoration, including but not limited to pavement restoration, striping, and other existing features removed and reinstalled within the pipe alignment vicinity. Completion- 457) calendar days
