Site work and new construction of a multi-residential development in Farmingdale, New York. Conceptual plans call for the construction of a multi-residential development.

All contacts/inquiries shall be made by email to the following address: 2024ConklinRFP@esd.ny.gov Deadline for Submission of Questions June 5, 2024 by 5:00 PM EST Project Site The Site is located in the Hamlet of East Farmingdale, Town of Babylon, Suffolk County, New York bounded by Conklin Street to the south, Metropolitan Transportation Authority (MTA)/Long Island Rail Road (LIRR) tracks to the north, and Broadhollow Road to the west (Figure 1: Local Context). It is comprised of two adjacent parcels (Figure 2: Site Parcel Layout), which are owned by the New York State Department of Transportation ("DOT") (District 100, Section 50, Block 1, Lot 2; and District 100 Section 50, Block 1, Lot 3). There exists at the western most portion a separate parcel along Broadhollow Road that is owned by Long Island Power Authority ("LIPA Parcel" as District 100, Section 50, Block 1, Lot 1) that is not currently being considered as part of the evaluation process for this proposal but may be submitted as an alternative in addition to the base case submission (See Section G: Unlocking LIPA). The entire site measures approximately 13 acres. (See Appendix D: Boundary Survey). There are existing structures on both DOT parcels, formerly used for Airplane manufacturing related to Fairchild Industries. These buildings are now vacant and require complete demolition. The Site is well-served by transit, equidistant to two separate LIRR stations: Farmingdale Station approximately 1-mile to the west, and Pinelawn Station approximately 1-mile to the east, both serviced by the Ronkonkoma branch. The site was formerly served by a LIRR station, but no usable station infrastructure remains. MTA currently has no plans to construct a station at the site. In 1983, MTA transferred ownership of the Site to the New York Department of Transportation, where it was then integrated into the Airport Layout Plan (ALP) for Farmingdale Republic Airport (see Appendix A: Republic Airport Layout Plan), which sits directly south of the Site. Proposals for the development of this site should set aside space in the programming for any potential future MTA station through a carve-out that can be made readily available for MTA use (See Appendix H: Potential Future LIRR Station). While no commitments to build a station have been made by the State or MTA, respondents should expect to work with the MTA to allocate a space that allows for future station planning and detail passive uses for the space in the interim. In the absence of a new train station, Respondents are encouraged to include effective mobility strategies that would enhance access and connectivity to the surrounding area and to any possible future station, including but not limited to shuttle service for residents and/or bike share programs. Positioned alongside Route 110, one of the busiest commercial corridors on Long Island, the Site is surrounded by a diverse variety of uses within walking distance, including a large shopping plaza immediately south of the Site, containing a movie theater, retailers such as TJ Maxx, a pizzeria, and a Stew Leonard's grocery store. Project Description The project description should include a detailed narrative describing all relevant aspects of the Project. The description should address: o Proposed development program and a description of how the Project will advance the Development Objectives set forth in this RFP; o Type, height, bulk, and size (gross and net square footages) of the development; o A list of proposed partners or tenants and any letters of credit or intent from potential tenants, including proposed community facilities; o Total Development Cost, including acquisition fees and costs associated with land acquisition. For proposals that provide an additional scenario including the LIPA Parcel, all applicable costs should be included; o Data and market analysis or studies that support the demand for proposed retail and commercial uses; o Estimated number of direct and indirect permanent and construction jobs estimated to be created by the Project; and o A detailed plan on how the Respondent would meet a 30% MWBE goal and a 6% SDVOB goal for the Project.
