Site work, paving and outdoor lighting for a mixed-use development in Kissimmee, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; for outdoor lighting for a road / highway; road / highway; and water / sewer project.

WORK TO BE ACCOMPLISHED This project includes the construction of roadway improvements at the intersection of West Oak Street and John Young Parkway (SR 600 / US 17 / US 92) in the City of Kissimmee. The project limits along West Oak Street begin approximately 662 feet west of John Young Parkway and end at approximately 607 feet east of John Young Parkway. The total length, along West Oak Street, is approximately 0.24 miles (1,269 feet). Improvements include widening West Oak Street to provide continuous through lanes along Oak Street, while maintaining the right and left turn lanes from the westbound direction and the left turn lane from the eastbound direction at the John Young Parkway intersection. The right turn only lane from the eastbound direction will be changed to a through lane, removing the right turn only restriction. The project will also include asphalt milling, overbuild and resurfacing, new asphalt pavement including base and stabilization, signalization, lighting, drainage improvements including underdrains, curb and gutter, traffic separators, sidewalks including a parcel access ramp, gravity wall, guiderail/handrail, driveway reconstruction, detectable warning surfaces, signing and pavement markings, and landscaping. Mobilization, maintenance of traffic, erosion control, clearing & grubbing, concrete removal, earthwork, and sod are also included. All pedestrian features shall adhere to current Americans with Disabilities Act (ADA) standards. Utility coordination is required. All work will be constructed within the existing or acquired right of way PROJECT LOCATION: City of Kissimmee, FL SITE: West Oak Street from west of John Young Parkway to West of Mann Street. The City reserves the right to accept and/or reject any or all bids, with or without cause, to waive technicalities or to accept the bids which, in its judgment, best serves the interest of the City of Kissimmee. Persons are advised that, if they decide to appeal any decision made concerning the award of this IFB, they will need a record of the proceedings, and for such purpose, they may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be made. Submitters desiring a copy of the Abstract of Offers should include such request with a self-addressed stamped envelope in their IFB. The work shall be constructed in accordance with Drawings and Specifications, and the Florida Department of Transportation Standard Specifications for Road and Bridge Construction, Latest Edition as amended. Bids must be accompanied by a certified check or Bid Bond, drawn in favor of the City of Kissimmee, in the amount of five percent (5%) of the total bid as shown. Bid security of all unsuccessful bidders will be returned after award of contract. The successful bidder will be required to furnish a Public Construction Bond for the performance of the contract and for the payment of labor and materials in the amount of 100% of the accepted bid. Each bidder shall hold a valid State of Florida Underground Utility Workers License and hold a valid Occupational License from Osceola County and City of Kissimmee. If the contractor has a valid Occupational License within a different jurisdiction they will have to register with the City of Kissimmee. No bidder may withdraw his bid after the scheduled closing time for receipt of bids. All bids must be firm bids for a period of one hundred twenty (120) days after the time set for opening bids. All workers employed in the project by either the Prime Contractor or any one of their subcontractors must be registered and on file with the State of Florida E- Verify program per state requirements. All proposals must be submitted on standard forms which will be furnished with the specifications Sealed envelopes shall be marked as follows: City of Kissimmee: SEALED BID # IFB2024-006: WEST OAK STREET INTERSECTION IMPROVEMENTS AT JOHN YOUNG PARKWAY The CITY OF KISSIMMEE encourages minority bids and, in accordance with Title VI of the Civil Rights Act of 1964, all Bidders will be afforded full opportunity to submit Bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, sex or national origin in consideration for award. 10.67% DBE goal Question Deadline 05/20/2024 All questions about the meaning or intent of the Contract Documents shall be submitted to the Engineer in writing. Replies will be issued by Addenda mailed or delivered to all parties recorded by the Engineer as having received the bidding documents. Questions received less than seven (7) days prior to the date for opening of bids will not be answered. Only questions answered by formal written Addenda will be binding
