Such a request shall be in writing and explain why an exception should be made in that invitation to bid. PURPOSE: The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to furnish and deliver prestressed members for Rte 665 in Rockbridge County, in the Staunton District of the Virginia Department of Transportation, an agency of the Commonwealth of Virginia, in accordance with the specifications contained herein during the contract period. Award will be made on a Grand Total basis. PERIOD OF CONTRACT: One time purchase to be delivered on or before August 14, 2024 (non-renewable) Any questions regarding this invitation for bid shall be addressed to Rebecca Smith Coburn at Rebecca.Coburn@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM EST on May 15, 2024. GENERAL DEFINITIONS: For the purpose of clarification, each firm submitting a Bid is referred to as a "Bidder" and the Bidder awarded the contract to supply the services is referred to as a "Contractor". Virginia Department of Transportation is referred to as "Department" or as "VDOT", and "Representative" refers to the VDOT Contract Administrator who will be administering the contract. This Invitation for Bids states the instructions for submitting bids, the procedure and criteria by which a contract may be awarded, and the contractual terms which will exclusively govern the contract between VDOT and the Contractor. SPECIFICATIONS / CONTRACT REQUIREMENTS: A. SCOPE OF WORK: The Contractor shall furnish and deliver prestressed members in accordance with the 2020 VDOT Road and Bridge Specifications and attached plans for Project 0665-081-6113 as shown on Attachments A - A4. B. SPECIFICATIONS: 1. Contractor shall waterproof slab ends, exterior side of exterior members (to include drip bead) in accordance with Section 405 and 416 of the Specifications. 2. Wearing surface, elastomeric bearing pads, lateral ties, thrie beam posts, thrie beam railing, shear key grout, and kevlar strips shall not be included. 3. Concrete in prestressed members shall be Class A5 conforming to Section 217 of the Specifications with a minimum compressive cylinder strength at 28 days equal to 8000 psi. Concrete shall be low permeability with an air content of 5.5% +/- 1.5%. Concrete surface color shall not be allowed. 4. The reinforcing steel shall be Low-Carbon, Chromium reinforcing steel and shall conform to the requirements of ASTM A1035/A1035M - Standard Specification for Deformed and Plain, Low-carbon, Chromium, Steel Bars for Concrete Reinforcement and shall conform to the requirements of Section 223 of the Specifications. The reinforcing steel shall be deformed and have a minimum yield stress of 100,000 ksi. 5. Shop drawings are required for review by VDOT and shall be submitted no later than fifteen (15) business days after award date and prior to fabricating. Shop drawings shall be submitted electronically to Scott Earhart in PDF format to scott.earhart@vdot.virginia.gov ) c.c. Gordon Ellison Charles.Ellison@vdot.virginia.gov. Shop drawings will be returned electronically to the Contractor within ten (10) business days from date of receipt by VDOT. 1. DELIVERY AND NOTIFICATION: Prestressed members shall be furnished and delivered on or before August 14, 2024 to the VDOT Office located at 310 Old Buena Vista Rd, Lexington, VA 24450. Please indicate earliest delivery date on the pricing schedule as this may be a determining factor in making the award. All sections shall be delivered between the hours of 8:00 am and 4:00 pm on the same day. Specific delivery instructions will be furnished by Will Fall, Lexington Bridge Superintendent (540-460-2883). DELIVERY CONFLICT: In the event VDOT is unable to accommodate delivery of the members due to weather conditions, etc., the members shall remain at the vendor's location until such time that VDOT can accept delivery and expedite work. V. PRE-BID CONFERENCE: A prebid conference will not be held for this solcitaiton, however, by submitting a bid, the Contractor agrees that they have viewed the structure and understands all that this solicitation entails. METHOD FOR PAYMENT: Payment will be made (in accordance with the Virginia Prompt Payment Act) within 30 days after receipt of valid invoice and verification of satisfactory goods received and/or completion of work. Invoices shall be submitted to the address listed below for all items completed within the designated billing period. Payment will be made via check, ACH, or EDI. Payment may also be made via P-Card for invoices within the P-Card limit if the Contractor accepts the State's Small Purchase Charge Card. The invoice shall include the Contractor's name and remittance address, invoice number and date, purchase order number, item description, quantity, units of measure (UOM), price per UOM, and extended costs, and total amount due. The only charges that VDOT will approve for payment will be charges based upon the quoted price. Bids will be opened at the time stated on the electronic posting and the reminders page of this solicitation, and their contents per the Virginia Public Procurement Act and Commonwealth of Virginia Vendors Manual, will be made public for the information of bidders and others interested. The bid opening will begin promptly at the time indicated. At the start of the conference the VDOT Representative will conduct a roll call to identify the individuals participating on the call. Participants will be requested to provide their individual name, company name and contact information during the roll call. The provisions of 2.2-4342 of the Code of Virginia, as amended, shall be applicable to the inspection of bids received.
