Renovation of a water / sewer project in Coalinga, California. Working plans call for the renovation of a water / sewer project.

As of June 26, 2024 the bids received on this project has been rejected. This project might rebid but no definite date for the rebid.** The primary scope of work, is to mobilization/demobilization, perform demolition and disposal, furnish and install exhaust fans, furnish and install ductwork, grilles and supports, furnish and install new exterior doors and door hardware, rotate orientation of chlorine cylinders and piping, furnish and install electrical and instrumentation improvements at the City of Coalinga's Water Treatment Plant. The Water Treatment Plant is located at the intersection of W. Palmer Avenue and Coalinga Canal as seen on Google Earth 36 12'36.10"N, 120 14'55.22"W. Engineers estimate is $125,620.00. Contractor shall note the Water Treatment Plant is to remain operational throughout the entirety of construction. Any process or portion thereof that must be interrupted for construction activities shall be coordinated and approved by the Plant Staff prior to the interruption. All base bid work shall be completed within NINETY (90) working days from the date of the Notice to Proceed (NTP). Project plans and specifications may be examined at Tri City Engineering or Coalinga City Hall, 155 W. Durian Ave., Coalinga, CA 93210. Attach to this bid a list of all construction contracts completed by the Contractor during the last five (5) years involving work of similar type and comparable value to the Project described in the Contract Documents, including a minimum of three (3) projects showing successful experience with installation and integration of HVAC systems for projects valued at $50,000 or more prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available. The list shall include the following information as a minimum: o Names, address, and telephone number of owner. o Name of project. o Location of project. o Brief description of the work involved. o Contract amount: initial and final o Date of completion of contract. o Name, address, and telephone number of engineer. o Name of owner's representative. Each bid shall be accompanied by Bid Security, cash, a cashier's or certified check payable to the City of Coalinga, or bid bond issued by a corporate surety, for an amount not less than ten percent (10%) of the aggregate of the bid, as a guarantee that the Bidder will enter into the proposed contract if the same is awarded to him. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded. Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Coalinga. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance. Pursuant to Public Contract Code Section 22300, substitution of securities for any monies withheld by the City of Coalinga to ensure performance under the contract shall be permitted. The successful Bidder must possess or obtain a valid California Class "A" Contractor's license prior to the scheduled award date of this contract. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury. Bidders must review and adhere to the Project Specifications, Plans, Addenda and execute, sign, and seal Bids for a Formal Bid to be evaluated and deem responsive. The Apparent Low Bidder shall be announced during the Bid Opening and Successful Bidder announced following the City Council Meeting. The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, to waive minor irregularities in such bids, to determine the lowest responsible bidder, and to accept any bid. The City reserves the right, in its sole discretion, to disqualify bids, proposals, and/or affiliates as referred in the Ordinance Related to Disqualification of Contractors for Public Works Projects. Pursuant to Section 1770, et. Seq., of the California Labor Code, the successful bidder shall not pay less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. These wage rates are available from the California Department of Industrial Relations' Internet website. A copy of the mentioned wage rates shall be posted by the Contractor at the job site where it will be available to any interested party. Pursuant to Section 1725.5 of the California Labor Code, no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations at the time the contract is awarded. Pursuant to Labor Code section 1771.1, no contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations. Furthermore, no contractor or subcontractor may be awarded a contract on a public works project (awarded on or after April 1, 2015), unless registered with the Department of Industrial Relations. Pursuant to Labor Code section 1771.4, all bidders are hereby notified that this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
