INTRODUCTION The City reserves the right to extend the contract to include construction engineering services at their discretion. The City's intent is to have a consultant perform full design of both bridges and have it ready to bid by the end of 2025, with construction of 4th Ave bridge in 2026 and 6th Ave bridge in 2027. Both bridges are located over the Mill Creek channel north of West Rose Street, and 4th Avenue and 6th Avenue are classified as local twolane roads. This is a federal aid project funded through the WSDOT Local Bridge Program, which includes a 13% DBE requirement. BACKGROUND The 4th Avenue structure is a 51-foot cast-in-place concrete tee-beam bridge built in 1908. The bridgeabutments later became part of the concrete channel walls for Mill Creek. Substantial spalling and cracking of the concrete girders and soffit has been observed with exposed steel reinforcement with substantial section loss. Shear cracks exist in several girders and approximately 20% of the girders are in condition state 3 or worse. Water intrusion is evident throughout the structure as observed by the cracking and efflorescence staining. It is currently a load posted NBI bridge and rated as structurally deficient. The west sidewalk is currently closed to pedestrians due to deterioration. The 6th Avenue structure is a 65-foot cast-in-place reinforced concrete tee-beam bridge built in 1920. The bridge abutments later became part of the concrete channel walls for Mill Creek. Substantial spalling and cracking of the concrete girders and soffit has been observed with exposed steel reinforcement with substantial section loss. Shear cracks exist in several girders and approximately 25% of the girders are in condition state 3 or worse. It is currently a load posted NBI bridge and rated as structurally deficient. The Mill Creek Barrier Assessment completed in 2009 (SRFB project 06-2203) identified and described barriers for Endangered Species Act (ESA) listed steelhead and bull trout and for reintroduced spring Chinook salmon. The most significant point barrier for fish passage remaining in the concrete channel is the 6th Avenue bridge pier. The City has obtained a federal Local Bridge Program grant from the WA State Department of Transportation for both bridges. Some preliminary design has been completed with local funding for the 6th Avenue bridge; no design has been completed for the 4th Avenue bridge. PROJECT DESCRIPTION AND CONSULTANT SERVICES The proposed project will replace each bridge, replace water main/services, install stormwater pretreatment facilities prior to outfall into Mill Creek, rehabilitate the roadway, implement ADA improvements upgrade street lighting, striping and signage, conduct an arborist tree evaluation for removal/replacement and trimming, and restore impacted irrigation and landscaping. UNIQUE CHALLENGES: - The construction phase of the 4th Avenue bridge is planned for 2026 with the 6th Avenue bridge planned for 2027 to reduce impacts to the public. - Compliance with federal funding requirements. - 4th Avenue bridge is immediately adjacent USACE which may require a temporary construction easement for federally owned property. - A Pacific Power (PP&L) substation is located at the southwest corner of the 6th Avenue bridge. - Maintaining access to the Power House Theatre located southwest of the 6 th Avenue bridge for public entertainment events. o Trolley tracks abandoned in the 6 th Avenue roadway will require removal. o The existing 5 th Avenue vehicular bridge is being replaced with a pedestrian/bicycle bridge in 2024, so construction detour routes will need to be planned accordingly. o Mill Creek channel in-water work may only be completed between June 15 and October 15. o A 22-unit townhome complex is located northwest of the 4 th Avenue bridge next to the creek channel. REQUIRED PROJECT DELIVERABLES: o Submittal and completion of SEPA/NEPA and other cultural/environmental documentation and permits including the full Section 106 process. o Submittal and completion of all required permits including hydraulic and creek channel access. o Design survey compatible with AutoCAD C3D 2018 or later. o Geotechnical report with subsurface investigation, ground penetrating radar, and HMA pavement design. o Stream simulation design and fish passage. o Stormwater design including a stormwater management/collection/treatment report. o Water distribution design. o Structural Engineering. o Identification of existing ROW/property line boundaries and determine needs (if any). The City anticipates no permanent right of way is needed, but temporary construction permits (TCPs) or easements may be needed (per the Uniform Act). o Identification and coordination of any impacted adjacent public and private structures. o Collaborate with the City to create and implement a communications plan for public interaction during design (and possibly construction). This shall include attendance and preparation of visual graphics for up to 2 public virtual open houses and/or City Council meetings (presentation format). o Design of ADA compliant facilities throughout the project limits. o Arborist report and recommendation for both public property and private property where trees and shrubs could impact the project. o Submittal of 30%, 60%, 90%, and final design plans, specifications, and estimates. Completion of bid ready documents by Fall 2025 shall be a goal. o Coordination with both public and private utilities including required relocations and desired upgrades. o Other typical road improvement design work as appropriate. o Preparation for submittal of all federal grant requirements for the project. PROPOSAL SUBMITTAL The summary of qualifications shall be limited to 8 pages (4 sheets of paper printed duplex). This number of pages excludes resumes, dividers, and a cover letter. Submittal shall be printed duplex on 8 1/2 " x 11" paper with margins set at 1" minimum and have a text font of 11 pt minimum. 11"x17" sheets count as two pages or four if double sided.
