The City of Ada is seeking to employ a professional consulting firm to provide engineering, planning, management, and construction administration services on behalf of the City of Ada for the City of Ada Regional Airport (KADH). If your firm is interested in providing these services, please respond to the enclosed Request for Qualifications (RFQ) no later than 3:00 pm Friday, June 7, 2024. City Staff will review the proposals for compliance in accordance with the RFQ. Following the review, a consultant(s) may be selected based on qualifications. However, the City of Ada reserves the right to request one or more firms to make brief presentations for further evaluation in the selection. Any contract awarded because of this solicitation, may be contingent on funding from any single or group of agencies to include the Federal Aviation Administration (FAA), Oklahoma Aeronautics Commission (OAC), and/or other State and Federal Agencies. A copy of the standard City of Ada Agreement for Professional Services has been included. A contract may or may not be negotiated because of this process. The final determination and approval of any contract shall be at the discretion of the City of Ada. INSURANCE REQUIREMENTS: All consultants shall be required to carry insurance as required in the attached a minimum of $1,000,000.00 in Professional Liability Insurance to be considered in addition to the requirements as listed in the attached "City of Ada Agreement for Professional Services" and shall include a copy of insurance in the submitted proposal. Questions regarding this RFQ must be made by 3:00 pm Friday, June 7, 2024, and can be addressed to: Christopher Somers, Airport Manager Phone (580) 436-8100 Email: chris.somers@adaok.com The City of Ada is soliciting Request for Qualifications (RFQ) from firms and individuals to provide engineering services for planning and airport development that may be required for improvements to the Ada Regional Airport. The City of Ada proposes to accomplish several projects toward the improvement of the existing airport including, but not limited to, the list described in Section VII, Probable Schedule for Projects. While many of the projects are expected to take place over a multiple-year period, the City of Ada reserves the right to re-advertise for any services not under contract during any given year. II. MINIMUM QUALIFICATIONS: Proposers must be knowledgeable of Federal Aviation Administration policies, procedures and funding programs and be able to demonstrate experience in the various types of consultant services discussed in FAA Advisory circular 150/5100- 14E. To be eligible to submit a proposal for the work, consultants must meet the following minimum requirements: 1. Must have applicable licenses and permits required by the Federal Government and the State of Oklahoma. 2. Must have, within the last three (3) years, provided similar services under applicable FAA guidelines and requirements and involving FAA funding. 3. Must have adequate numbers of qualified personnel to accomplish the work. GENERAL SCOPE OF SERVICES: The scope of work shall consist of the various types on consultant services described in FAA Advisory Circular 150/5100-14E to include but not be limited to: 1. PLANNING SERVICES - Involves activities as required to define scope of a project and establish preliminary requirements or project closeout to include: a. Develop and update five-year Capital Improvement Plan (CIP) b. Update NPIAS Worksheet(s) c. Assist the City in preparing Early Project Development Packet to the OAC d. Project and Grant Administration and comply with OAC and FAA guidelines and requirements e. Project close-out for OAC and FAA grants f. Airport Master Plans to include: i. Financial management and business planning studies iii. Compatible land-use planning g. Prepare/update Runway rehabilitation plan h. Prepare/update new AWOS location i. Participate in public information and community development programs and/or public hearings relating to airport development and planning projects. j. RPZ improvements/grading k. Prepare DBE plan, goals, reporting, and oversight I. TERPS Studies m. Prepare environmental studies 2. ENGINEERING SERVICES - Involves activities required in planning and activities required to undertake and complete a design project to include: a. Preparation of Engineering Reports to include: i. Geotechnical investigations ii. Existing pavement evaluations iii. Proposed pavement and facility evaluations iv. Architectural services v. Cost estimates for proposed improvements and updates to existing facilities b. Preparation of Construction Documents (Plans and Specifications) to include: i. Meetings with all involved parties ii. Collection of required data to complete proposed designs consisting of: 1. Grading and drainage Type here to search FNG IN 2. Paving (new and rehabilitation 3. Preparation of project schedule and FAA safety plan v. Bidding and Contract Administration services to include: 1. Advertising project 2. Securing bids 3. Negotiation for services 4. Analyzing bids and furnishing recommendations 5. Preparing executed Contract Documents 3 . CONSTRUCTION SERVICES - Involves activities provided after contract award to include: a. Review shop drawings in accordance with design concept b. Preconstruction conference meeting(s) c. Construction progress meeting(s) d. Project observation (QC/QA) e. Review and provide responses to RFI's f. Coordinate with city staff on supplemental agreements and change order requests g. Review, analyze and approve material testing and certification requirements in accordance with FAA guidelines h. Assist the City of Ada in the preparation of payment requests and draw downs i. Perform final inspection and reporting j. Prepare as built drawings IV. PROPOSAL FORMAT: The proposal shall include at a minimum the following considerations: 1. The firm's general qualifications for any and all services provided 2. Specific qualifications that would make the firm especially suited to provide aviation professional services 3. Exhibit capability to achieve proposed projects. Information should reflect knowledge of FAA regulations, policies and procedures, as well as credentials of key personnel. 4. List of references on projects currently in process or which have been accomplished over the past three years to include: Type here to search FNGIN i. Type of professional, construction, and management service(s) provided ii. Estimated and actual cost of work completed iii. Time to complete project 5. Identification and background of design team (principals, engineers, and support staff) who will work on the project and the firm's capabilities and experience. The Proposal shall include a list of major similar projects in which the firm has participated (in a lead of support role). The Proposer must submit a description of each firm or persons and the work to be done by each sub consultant. Include resumes, organization chart, and a discussion of special consultants as required for completion of the project 6. Any other information appropriate to Airport Consultant Services 7. Insurance Certificates. 8. Executed officer authorization form
