All bid proposals shall be accompanied by a bid proposal deposit in a cashier's check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Ellensburg. The contract may be more or less than the 480 hour amount. Work on Schedule A shall begin on July 15, 2024 and shall be completed in 10 working days. Work on Schedule B shall begin on September 23, 2024 and shall be completed in 69 working days. All work shall be completed by December 31, 2024. All work on this project shall be accordance with WAC 296-45-455 Line-Clearance Tree-Trimming Operations, and the Contractor, any Subcontractor's and, all employees working on the project shall be experienced power line-clearance tree trimmers that are qualified to trim trees around electrical distribution lines and have experience in tree trimming in close proximity to high voltage power lines. The project sites are located in Ellensburg, Washington. The City of Ellensburg, Washington, reserves the right to reject any or all bids and to waive irregularities or informalities in the bid or in the bidding. Responsibility and
competency of bidders and their subcontractors will be considered in making the award. All documents received in response to this invitation to bid will become a matter of public record subject to the Washington public disclosure act under chapter 42.56 RCW. The City of Ellensburg, in accordance with Title Vl of the Civil Rights Act of 1964, (78 Stat. 252, 42 u.s.c. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. No bidder may withdraw their bid affer the hour set for the opening thereof or before the award of contract, unless said award is delayed for a period exceeding sixty days. The City may waive any informalities or immaterial irregularities, as authorized by applicable law, or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. No bidder may withdraw their bid after the hour set for the opening thereof or before the award of contract, unless said award is delayed for a period exceeding sixty (60) days. The City reserves the right to extend the time for receiving and opening bids. If the time is extended, notice of the extension(s) will be given prior to the originally specified due date to each entity which has been furnished the Contract Documents by the City. Any bid received after the time and date specified may be marked as to date and time received and returned to Bidder unopened by the City. Each Bid submitted shall constitute an offer to the City and shall be irrevocable for the period specified on the Bid Form.
