Site work and new construction of a playground / park / athletic field in Raleigh, North Carolina. Completed plans call for the construction of a playground / park / athletic field; and for site work for a playground / park / athletic field.
Request for Qualifications (RFQ) from Construction Management at Risk (CMAR) firms with expertise transforming previously developed sites with a history of environmental contamination into new public parks with urban stream restoration; stormwater treatment; pedestrian pathway, boardwalks, and bridges; and plaza features; and native plant landscapes. The site for the proposed Smoky Hollow Park is a 13.7-acre City-owned parcel, located north of downtown Raleigh near the intersection of Capital Boulevard and Peace Street. The project is currently at the conclusion of schematic design and has an approved schematic site plan in place to bring the project into advanced design phases. CMAR services include, but are not limited to, pre-construction and construction phase services. The CMAR scope of work is anticipated to include at a minimum: o Coordination with the project design team o Value Engineering, o Review and Identification of Constructability Issues, o Coordination with Nearby Construction Projects, o Remediation Action Plan (RAP) implementation, o Cost Model(s)/Estimate(s), o Requests for Information and Shop Drawings, o Quality Control, and o Schedule and Staffing Plan. Question Deadline: 06/20/2024 at 4:00 PM ET, Questions submitted via telephone will not be answered. Questions concerning this RFQ will be received at which time no future questions will be accepted. A summary of all questions and answers may be issued in the form of an addendum. Any comments or questions that arise concerning any requirement that is unclear or objectionable must be submitted online. City Response to Questions (anticipated) July 2, 2024 100% performance and payment bonds and liability insurance and builders risk insurance policies, all as required by this Master Agreement, shall be procured by the CMAR and carried in each Interim GMP as separate line items, not as part of the CMAR Fee The total budget for this project is $19M, which includes concept design, schematic design, design development, site preparation (building demolition and underground storage tank removal), remediation, and construction. A portion of the project budget has been spent to date for previous environmental assessments and investigations and concept and schematic design services. Contract Term Included in Appendix V are excerpts from the City's standard construction contract terms and conditions, which shall be included in any contract resulting from this solicitation. The City's standard CMAR contract will be issued in a future addendum, outlining contract terms and conditions, which shall be included in any contract resulting from this solicitation. The City's estimated project schedule is from FY 2024 through FY 2029. The City will not consider any exceptions to these terms presented in a response and no template contract language submitted by a Proposer will be considered acceptable to the City. Background The City of Raleigh, the Capital City of North Carolina, remains one of the fastest growing areas in the country.
