Site work and paving for a mixed-use development in Wilkesboro, North Carolina. Conceptual plans call for site work for a playground / park / athletic field; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The County of Wilkes is requesting the submittal of Statements of Qualifications (SOQ) from qualified, licensed firms specializing in the design and construction of a community park to include a paved walking trail, playground, parking areas, restrooms, and access road improvements. The park will provide a public river access point for the Yadkin River State Trail (YRST) which will be constructed by the NCWRC and will not fall within the scope of this RFQ. This Request for Qualifications (RFQ) will be for a complete build package for the recreational facilities and restrooms. Construction would begin immediately after awarded to meet grant specifications. The Roaring River Park and River Access Project will serve as a community park along the Yadkin River in eastern Wilkes County. The overall project scope involves engineering and development for phase one of the park which will include a paved walking trail, sidewalks, playground, parking, restrooms, and access road improvements. The park will provide a public river access point for the Yadkin River State Trail (YRST) which will be constructed by the NCWRC and will not fall within the scope of this RFQ. Firms submitting for this project will need to coordinate with NCWRC on the construction of the park and access. The paved walking trail will be eligible for certification and designation as part of the Overmountain Victory National Historic and State Trail (OVT). The site is located on approximately 66 acres of property owned by Wilkes County between Highway 268 and the Yadkin River in the Roaring River community. In pursuit of this goal, the County of Wilkes has applied for three grants which would help fund the project, these grants consist of: the North Carolina Water Resources Development Grant; the Federal Recreational Trails Program Grant; and the North Carolina Parks and Recreation Trust Fund Grant. All grants have been secured at this time and the administration of grant funds is included as part of the RFQ. The park will provide an excellent opportunity to help fill an important need for parks and open space in a very rural area of Wilkes with few recreational facilities, and will also provide environmental awareness, health and wellness opportunities, and economic impact benefits, which will all increase the quality of life for Wilkes County residents. The County of Wilkes is actively seeking a qualified firm to develop this project which consists of: o Site Preparation o Road Improvement - grading and gravel (24' wide X 1,295 LF) o Park Site - parking (37 spaces) and sidewalks (8' wide X 750 LF) o Playground o OVNHT - asphalt trail (8' wide X 2,640 LF) o Bathrooms o Site Furnishings - entry signage and benches o Administration of secured grants listed above and any future grants or documentation that may be required for project. CONSTRUCTED BY NCWRC / NOT INCLUDED IN (RFQ) o River Access Site (coordinate with NCWRC) - parking (22 spaces) and sidewalks (8' wide X 65 LF) o Paddle Access - Concrete ramp (12' wide X 210 LF = 2,520 SF) The project is to be constructed on and owned by Wilkes County with minimal disruption to the natural environment. III. FIRM QUALIFICATIONS The selected firm's assigned project staff must be experienced in all phases of planning, design, construction and regulatory compliance requirements of similar public facilities, have extensive knowledge of the regulations governing the design and construction in the State of North Carolina, and have a proven capability to effectively and efficiently produce a successful project consistent with, and meeting the needs of, the goals outlined by Wilkes County.666666 The Contractor must maintain an acceptable cost accounting system. The Contractor agrees to provide the County, the Grant Agency Administrator, the Comptroller General of the United States, or any of their authorized representatives access to any technical specifications, books, documents, papers, and records of the Contractor which are directly pertinent to this contract for the purposes of making audits, examinations, excerpts, and transcriptions. The Contractor agrees to permit any of the foregoing parties to reproduce by any means whatsoever or to copy excerpts and transcriptions as reasonably needed. The Contractor agrees to provide the Grant Agency Administrator or his authorized representatives access to construction or other work sites pertaining to the work being completed under the contract. All Contractors and their successors, transferees, assignees, and subcontractors acknowledge and agree to comply with applicable provisions governing Department and FEMA access to records, accounts, documents, information, facilities, and staff. Wilkes County will attempt to withhold from public disclosure, or redact documents or information, designated "confidential trade secret" that clearly meet the conditions of NC G.S. &132-1.2(1)a-d to the extent that it is entitled or required to do so by applicable law. Regardless, Wilkes County shall not be held responsible for any information that is released nor shall Wilkes County be held responsible for nor pay any penalty or expense in relation to information so released. A. Any and all cost incurred by respondents in preparing or submitting a statement of qualifications for the project shall be the respondents' sole responsibility. B. All submissions, responses, inquiries, or correspondence relating to this RFQ will become the property of Wilkes County when received. C. Wilkes County reserves the right to: accept or reject any and all submissions received in response to this Request for Qualifications; cancel the RFQ process at any time; request additional information or clarification of information provided in a response without changing the terms of the Request for Qualifications; elect not to proceed with any of the respondents; modify the scope of the work; re-solicit RFQs; or choose not to award for any reason. The method of Contractor Selection has not been Determined at this time.
