The County of Volusia, Facilities is seeking a single, responsive and responsible bidder for the construction of Ocean Center Parking Garage Electrical and Lighting Replacement located at 101 N. Atlantic Ave., Daytona Beach, FL 32118. The lowest responsive and responsible bidder shall be responsible for all applicable permitting, labor, materials, equipment, tools, transportation, services, and incidentals necessary to complete all Work required by the specifications and as shown on the drawings. It is the responsibility of all prospective Bidders to check online for any addenda prior to the opening of the Bid In accordance with the American Disabilities Act and Section 286.26, Florida Statutes, persons with disabilities needing a special accommodation to participate in the proceedings, or an interpreter to participate in any proceedings, should contact the county's ADA Coordinator at 386-248-1760 for assistance, at least two business days before any meeting date. Assisted listening system receivers are available for the hearing impaired, and can be obtained from the Deputy Clerk by contacting the county's ADA Coordinator at 386-248-1760. Read the full ADA Notice under The American with Disabilities Act (Title II). Read the County of Volusia Grievance Procedure under The Americans with Disabilities Act (Title II). A Bid bond shall accompany each Bid in an amount not less than five percent (5%) of the Bid amount and shall be valid for a period not less than one hundred twenty (120) days. If a Bid bond is used, the Bidder shall complete and submit the Bid bond form provided in this solicitation. After the County and the successful Bidder have executed a written Contract and the successful Bidder has recorded an acceptable performance and payment bonds or if one hundred twenty (120) days have passed after the date of the formal opening of the Bids and no Contract has been awarded, the Bid security of any Bidder will be returned upon written demand. The County Performance and Payment Bond form shall be used. No other forms will be accepted without prior approval from the County. Simultaneously with the delivery of the executed Contract to the County, a Bidder to whom a Contract has been awarded must deliver to the County, executed, separate performance and payment bonds on the prescribed forms, each in an amount of one hundred percent (100%) of the Contract price of the accepted Bid proposal as security for the faithful performance of his Contract and for the payment of all persons performing labor or furnishing materials in connection therewith. Bids which contain modifications, incomplete, unbalanced, conditional, obscure, or which contain additions not requested, or irregularities of any kind, or which do not comply in every respect with the instructions to Bidders and the Contract documents may be rejected at the option of the County. The County does not bind itself to accept the minimum Bid stated herein, but reserves the right to accept any Bid, the County deems to be the lowest Responsive and Responsible Bidder, and which in the judgment of the County will best serve the needs and interests of the County. The County reserves the right to reject any or all Bids, or any part of any Bid, to waive any informality in any Bid, or to re-advertise for all or part of the work contemplated. The County reserves the right, prior to award of Contract, to delete from the scope of the project any item or any combination of items the aggregate Bid prices for which do not exceed twenty-five percent (25%) of the total Bid price for the project. If Bids are found to be acceptable by the County, written notice will be given to the lowest responsive and responsible Bidder of the acceptance of his/her Bid and the award of a Contract. The County reserves the right to reject the Bid proposal of a Bidder who has previously failed to perform properly or to complete contracts of a similar nature on time
