The Project consists of removing biosolids from Lagoons 1 and 2, dewatering in geotextile tubes, and constructing a containment area for the geotextile dewatering tubes. Each bidder must have a Public Works Contractors License in the State of Idaho prior to bid opening in accordance with Idaho law. All bids must be signed and accompanied by evidence of authority to sign. Bid security shall be furnished in accordance with the Instructions to Bidders. Owner reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of the Owner. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.
