NOTICE OF INTENT TO ESTABLISH BLANKET PURCHASE AGREEMENT (BPA) TO PROVIDE GREASE EXHAUST CLEANING SERVICES ON FORT SILL, OKLAHOMA. Mission and Installation Contracting Command, Fort Sill, Oklahoma, intends to award a single award Blanket Purchase Agreement to Marmic Fire & Safety Co Inc. Services will consist of removing accumulated oily sludge, grease, dirt and lint from grease exhaust systems and associated duct work, vents, and motors as directed by the requiring activity. All exhaust systems shall be to a standard that will prevent deterioration of the grease exhaust systems and eliminate the possibility of a fire hazard. This requirement shall be awarded as a Blanket Purchase Agreement. The North American Industry Classification System (NAICS) Code is 561790, size standard $9,000,000. This notice of intent is not a request for competitive proposals; however, all capabilities received within seven (7) calendar days after date of publication of this synopsis will be considered by the Government. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Amendment 0002 The Purpose of this Amendment is to change the scheduled date from June 27th 2024 1:00 PM to July 9th 2024 1:00 PM for the bid opening for Grease Exhaust Recompete. Please see attachments. All other terms and conditions remain the same. Amendment 0001 The Purpose of this Amendment is to provide an Itinerary for the scheduled site visit in Attachment 3- Contractor Visit Itinerary for Grease Exhaust Recompete. Please see the Attachment. All other terms and conditions remain the same. The Mission and Installation Contracting Command (MICC) Fort Sill, has a requirement from the U.S. Army Garrison for a Firm Fixed Price (FFP) contract. Non-Personal Services - Grease Exhaust Cleaning Services The Contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, material, supervision, and other items and non-personal services necessary to perform all grease exhaust cleaning service tasks and frequencies as described and in accordance with the Performance Work Statement (PWS) and Technical Exhibits. The contractor shall perform all functions to remove accumulated oily sludge, grease, dirt and lint from grease exhaust systems and associated duct work, vents, and motors. All exhaust systems shall be to a standard that will prevent deterioration of the grease exhaust systems and eliminate the possibility of a fire hazard. North American Industrial Classification System (NAICS) Code 561790 is applicable to this acquisition. The applicable size standard is $9 million. The Government will issue a 100% set-aside for small businesses Invitation for Bid (IFB). Contract award will be made considering price only. A Firm Fixed Price (FFP) contract is anticipated. Services shall be procured pursuant to the regulatory direction of FAR Part 14, Sealed Bidding Acquisition. Expected award shall consist of one base period of performance (1 October 2024 - 30 September 2025) and four one-year option periods of performance (1 October 2025 - 30 September 2029). There is no guarantee that any option period of performance will be exercised. All responsible sources may submit a response which, if timely received, will be considered. The solicitation date of issue is on 29 May 2024. All responsible sources may submit a bid which, if timely received, will be considered. All bids must be submitted by 27 June 2024, 1:00pm CST. See solicitation for Bid Preparation Instructions. Pursuant to FAR 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Contractors may obtain further information on SAM registration at the following website: https://sam.gov/. This announcement does not obligate the Government to award a contract, nor does it obligate the Government to pay for any bid preparation costs. The entire solicitation package will be made available on www.sam.gov website. Request for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the sam.gov website for release of the solicitation package or subsequent solicitation amendments. Site Visit. The Government will hold a site visit at MICC Fort Sill on 11 June 2024 at 9:00 a.m. CST in building 1803 Macomb Road, Fort Sill, OK. All interested firms may attend with a limit of two attendees per firm. All interested firms are urged and expected to inspect the site where the work will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance, to the extent that the information is reasonably obtainable. Please submit, in writing, the names of attendees to the KO and CS identified at paragraph 3 above by 10 June 2024 @ 2:00 p.m. CST. Technical questions will be addressed during the course of the site visit but will not be binding. If the Government responses to technical questions affect the PWS requirements or any other portion of the solicitation, then an Amendment of Solicitation will be issued. All comments and/or questions must be submitted, preferably in Microsoft Word documents attached to e-mail to the points of contact in paragraph 3 above not later than the 18 June 2024 @ 2:00 p.m. CST
