As of June 17, 2024, this project has not yet been awarded. The Project is expected to be awarded on June 19, 2024 during the Board Meeting. The work under this Contract shall be performed throughout the 2024 construction season for areas scheduled by the Engineering Department for Crack Sealing on various streets throughout the Borough of Waynesboro. A Proposal Bond in the amount of ten percent (10%) of the Bidder's maximum bid price is required to be accompanied with a Bid. A Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract price, shall be required from the Successful Bidder. An anti-collusion affidavit is required for this Bid. It is believed this Contract will not be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. Bids shall be submitted only on the enclosed MS-944 Form included in the specifications. While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete, or make additions to the wording to any of the Bidding Documents, including the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a bid may be cause for rejection of the bid. Alterations by erasure or interlineation must be explained or noted in the bid over the signature of the Bidder. Any questions regarding the Bidding Documents shall be submitted as Requests for Interpretation and the Bidding Documents may only be modified by Addenda issued by the Borough prior to the Bid opening date . The Borough Council of the Borough of Waynesboro reserves the right to reject any or all bids; to waive any defects, errors, omissions, irregularities, or informalities in a Bid or the Bid procedure; and to accept any Bid which it may deem to be for, or in the best interest of, the Borough of Waynesboro Any Bidder and any member of the public may be present at the bid opening. Bids may be taken under advisement and the award of the contract, if awarded, will be made within thirty (30) days after the date of the opening of the Bids . The Borough Council reserves the right to formally accept a Bid and award a Contract by public announcement at a regular meeting of the Borough Council. This project is funded by the Pennsylvania Department of Transportation Municipal Liquid Fuels Program. Pennsylvania State Prevailing Wages shall apply to this contract. The Contract Documents contain requirements addressing prevailing labor wage rates, labor standards, non-discrimination in hiring practices, and related matters. The Borough of Waynesboro (the "Borough) is seeking bids from qualified bidders for the general procurement of: Crack Seattnmig on Borough Streets (the "Work"), as further described in the Specifications herein. In general, the Contract involves the competitive solicitation of Crack Sealing on Borough Streets. Bids will be based on gallons of Polymer Modified Crack Sealant in accordance with PennDOT Publication 408 and PennDOT Publication 213.
