THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-24-SS-0008. The purpose of this sources sought notice is to obtain insight into the interest, capabilities, and qualifications of firms; as well as assist the Government in preparing market research and establishing an acquisition strategy in support of this effort. The US Army Corps of Engineers, New Orleans District is seeking sources to provide personnel, materials, supplies, equipment, transportation, supervision and other items and services for the following: New Orleans District Headquarters Building Roof Replacement. The North American Industry Classification System (NAICS) code for this project is 238160 Roofing Contractors and the associated small business size standard is $19M. Performance and payment bonds will be required. The magnitude of construction is estimated to be between $5,000,000 and $10,000,000. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. The following information is requested with a limit of ten (10) pages for your response: A.) Provide a maximum of five (5) projects, current or past demonstrating technical experience with work of a similar nature and scope to that listed in the Summary Scope of Work. Projects must have been completed within the last 3 years. For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, performance period, the dollar value and the completion date. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. B.) A reference list for each of the projects submitted in A) above. Include the name, title, phone number and email address for each reference. C.) Provide a statement of your firm's business size (HUBZone, Service-Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D.) Provide a statement that your firm intends to submit an offer on the project when it is advertised. E.) Provide a statement of your firm's bonding capacity. A statement from your surety is NOT required. F.) CAGE Code and Unique Entity ID (UEI). The responses to this Sources Sought announcement must be emailed to Nakiea Butler, Nakiea.B.Butler@usace.army.mil no later than 3:00PM CST on Friday, June 7, 2024. Please include W912P8-24-SS-0008 in the subject line. Summary of Scope of Work: This project involves the construction of a new replacement roof at the District Headquarters Building in New Orleans, LA. The overall roof has an approximately area 90,600 square feet and is a low-slope roof. Demolition All existing roofing and flashing will be demolished down to the structural concrete deck. The existing roofing is a spray polyurethane system over an older built-up roofing system. Asbestos containing material is not expected based on previous testing. Demolition of other ancillary roof top items, such as exhaust fans, steel posts, expansion joint curbs, and sheet metal siding and doors, will also be required. Installation New roof assemblies will be installed to meet current energy code, 158 mph wind uplift, and a 30-year manufacturer warranty. The main roof will have a multi-ply modified bitumen membrane system. Three ancillary canopies will be reroofed with a PMMA liquid-applied system. The roofing contractor must be an approved installer of the modified bitumen and PMM roofing manufacturer. Five penthouses will be reroofed with a standing seam metal roof overbuild system. The overbuild system will require fabrication of metal trusses and a vented attic. Four new roof drains, four overflow drains, and associated storm drain piping will be installed. The building will be protected by a new contractor-designed lightning protection system. Approximately 400 posts will be installed to the roof deck and flashed in order to prepare for a future photo-voltaic array installation. The office building will continue to be occupied throughout the construction. Numerous employee entrances at the ground floor will be required to be protected from overhead hazards and remain available to building staff at all times. Scaffolding stair towers will be necessary for contractor employee access of the main roof and penthouses. Large cranes or material lifts will be necessary to remove demolished roofing materials and to place the new roofing assembly materials for installation. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The Contractor will be responsible for establishing and managing an effective on-site Safety and Health program in accordance with EM 385-1-1 that will require the development and submission of a comprehensive project specific Accident Prevention Plan for Government acceptance. In addition, the Contractor will be required to develop and submit for Government acceptance Activity Hazard Analyses for each phase of work and a project specific Fall Protection Plan that comply with EM 385-1-1. A Site Safety and Health Officer (SSHO) employed by the prime contractor shall be required for each shift of the contractor's on-site operations. The SSHO shall possess a minimum of 5-years' experience in construction safety on similar projects, shall have completed the 30-Hour OSHA Construction Safety training within the last 5-years, and shall have completed at least 24-hours of formal safety training each year for the past 5-years. The Contractor will be responsible for establishing and managing an effective Contractor Quality Control (CQC) System that will require the development and submission of a comprehensive project specific CQC Plan for Government acceptance. A CQC System Manager employed by the prime contractor shall be required to be on-site for each shift of the Contractor's operations. The CQC System Manager must possess a minimum of 5-years relevant experience in a supervisory or management position such as Quality Control Manager, Quality Assurance Manager, or Construction Manager directly involved in the management of construction quality at the project site. In addition, the CQC System Manager shall have completed the course entitled "Construction Quality Management for Contractors" within the last 5-years. The Contractor will be required to use the Government-furnished Construction Contractor Module (referred to as QCS) of the Resident Management System (RMS) to record, maintain, and submit various information throughout the contract period. QCS is a Windows-based program that can be run on a stand-alone personal computer or on a network. The Government will make the QCS software available to the Contractor after contract award. The project will involve the development and management of Contractor furnished submittals for items such as pre-construction plans, product data, test reports, and contract close-out documentation as required by the technical specifications of the contract. Miscellaneous work within the project includes the delivery of As-Built Drawings. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
