SYSTEM DESCRIPTION: The Township owns and operates the water system through a water utility known as the Franklin Water Department. Water quality compliance, capital improvements and maintenance are administered through the Public Works Department under the oversight of the Township Water Operator and Public Works Manager, Carl Hauck, P.E. The purpose of this bid is to solicit firm, fixed prices for a system-wide leak detection survey of the water distribution system of the Township of Franklin. The pipe material is a mix of asbestos concrete, cast iron, ductile iron, and concrete pipe. The Township receives total annual bulk sale of approximately 8 million gallons per day (MGD) from the New Jersey American Water and New Brunswick Water Department. The water is distributed through nine interconnections. The distribution system contains 5,399 valves and 2,168 hydrants. There are 18,900 metered water service connections serving an estimated population of 68,500. A digital copy of the overall system map is provided at the end of this specification for reference by the bidder. SCOPE OF WORK: The purpose of this contract is for the Township to utilize the services of a qualified Contractor, providing all equipment and manpower, to perform a system-wide logger-based leak detection survey. Work is to begin within 30 days of notice to proceed by the Township, with work to be completed within 180 calendar days. A kick-off meeting between the Contractor and the Township will be held to review the project, system maps, high priority areas, relevant institutional knowledge, and schedule of work prior to starting the survey. The Contractor's field crew will meet with the Township's staff at a minimum of once per week; but a more frequent interval may be deemed necessary in the kick-off meeting. Progress reports shall be provided to the Township on a weekly basis. As a progress report alternative, the use of a real-time online may be used through a system such as ArcGIS, for which the Township has licenses for this project use. The progress report should include a map showing the survey progress, a log reporting the logger serial #, valve/hydrant id, location, and all logger data along with estimated loss of the leaks surveyed, and a record of any mapping errors or water system assets in poor condition identified during the survey. The hydrant and valve ID information will be provided from the Township's digital mapping/GIS. Any concerns or questions of the Contractor during the survey should be relayed to the Township Water Department The work includes providing all equipment and manpower to perform a system-wide leak detection survey of the Township of Franklin water distribution system. The Township water system is comprised of a total of 255 miles of water main of varying diameters over an area of 47 square miles. The majority of mains are located within approximately 254 miles of public streets and right-of ways. The remaining lines are located under unimproved public right-of- ways or easements. The Franklin water distribution system is Township-owned and operated by the Franklin Water Department and currently serves an estimated population of 68,500 customers. More specific details of the system are provided within the bid documents. The Contractor shall provide a field crew comprised of a minimum of two people for the survey. Initially, the field crew should canvas the system to identify any suspected leak locations by monitoring for leaks at suitable appurtenances at distances no greater than 500 feet. The number of field crews dispatched shall be at the discretion of the Contractor in order to complete the survey in the contract time allotted. If no suitable appurtenances are available in a particular survey area, the Contractor can discuss alternative monitoring options with the Township. The field crew shall monitor all suspected leaks a second time at least four hours after the initial suspected leak was detected in order to confirm the leak. Once leaks are confirmed a second time, the field crew will then pinpoint the expected leak location and classify the leak size with an estimated flow rate. Suspected leaks whose location cannot be precisely pinpointed due to site conditions should still be reported to the Franklin Water Department. Whenever possible, leaks identified on public property should be marked in blue paint with an [X]. Identified leaks requiring immediate attention such as those that represent an imminent threat to life, surface collapse, damage to properties or utilities, etc., shall be reported to the Township immediately. Leak detection in private service connections is not part of the scope, but if leaks in these connections are identified during the survey, the Township requests that they be documented wherever possible. However, if leaks are suspected along private watermains 4-inches or greater, the Public Works Department should be notified so that arrangements can be made with the property owner to access these areas. Payment for these locations shall be based upon the unit price bid. A final report shall be provided to the Township within 30 days of completing of the survey. The final report should include a summary of all progress report data in the survey, a description of the methodology, a summary of the leaks, a classification of the leak repairs based on the estimated leak flow rate, and a digital spreadsheet file of a table summarizing the individual leak reports. The individual leak reports should include the survey time, survey date, leak location, estimated leak flow rate, diagram of the area surveyed, type of asset leaking, water main cover type, a leak classification, if the leak was marked with paint, brief repair recommendation where applicable, an area photo, the survey equipment used, and any other notes deemed necessary by the field crew. The final report shall be furnished in both a paper copy and a digital "pdf" copy.
