I AM WORKING ON THE LANGUAGE OF THIS CONTRACT -- THIS IS A PLACE HOLDER FOR THE MANDATORY PRE-BID MEETING - THIS INFORMATION WILL CHANGE ON MONDAY MAY 13, 2024 IN AN ADDENDUM. The purpose of this Request for Proposal (RFP) is to solicit competitive sealed proposals from qualified suppliers who can provide Canyons School District (CSD) with recycling collection services. It is anticipated that this RFP may result in a contract award to a single supplier for services as needed, as defined further in the Scope of Service. This RFP is designed to provide interested suppliers with sufficient basic information to submit proposals meeting minimum requirements, but is not intended to limit a proposal's content or exclude any relevant or essential data. Proposing suppliers are at liberty and are encouraged to expand upon the specifications to evidence service capability under any agreement. Mandatory Eligibility Requirements The proposing Supplier must be properly licensed to do business in the State of Utah. 5 years of commercial recycling removal. Able to provide the manpower and equipment to service this contract without interrupted service. Local account representation. Net 60 contract terms. This includes payment and late fee requirements. Preferred Requirements A robust electronic web portal that will allow the district to manage their account needs. Month to Month billing (Jan 1 - Jan 31). General Information A. Inquiries All inquiries relative to this RFP must be submitted through Ion Wave and will be answered through and Ion Wave up to the Q & A deadline. B. RFP Award When the award is made, it will be posted in Ion Wave. In the event that the RFP is canceled after the closing date, that information will be posted on Ion Wave as well. C. Right of Rejection CSD reserves the right to reject the low bid if the products/services are not equal to or better than the items and or services listed in the RFP are not acceptable in appearance, durability, and performance (applicable if samples are requested and evaluated). D. Contract Period This agreement shall commence on the date of the RFP award by the Board of Education and continue for FIVE (5) years. CSD will evaluate the contract yearly (Feb 1 - 28) to ensure compliance and allow for contract adjustments as required. Each proposal must include an option whereby CSD, at its sole discretion, can extend the contract for up to FIVE (5) additional years with the same terms, prices, and conditions set forth in this document and/or as negotiated between the successful supplier and the Procurement Officer. The option shall be exercisable at the end of the first year. If the option is not exercised, then the contract shall automatically expire at the end of the contract term. Notice of exercise of the option must be given at least ninety (90) days prior to the end of the contract term. If this contract is renewed in full with all annual extensions the contract will end June 30, 2034. Annually, CSD will generate an open PO (contract) for the prescribed contract amount based on the agreed service rates. CSD will use the excel file total to establish this total. E. Contract Pricing The contract will be a Firm Fixed Price Contract based on the cubic yard dump rate for the period of one year. CSD will consider a fuel (only) percentage rate increases based on the fuel index reports every 6 months. Documentation for this request will need to approved by CSD purchasing director before consideration. Price increases outside of the 6 month fuel index will be made only for extreme changes in market conditions, as determined and agreed upon by the CSD Procurement Director and the supplier. CSD, requires that all contract adjustment requests happen from Jan 1 - Jan 31 (for next year contract budgetary requirements). It is the responsibility of the contractor and to submit any and all amendments to this contract during this time period. CSD will review these requests from Feb 1 - Feb 28. If CSD does not receive these requests in the allotted time frame the contract will be renewed with the same terms and conditions. All accepted contract adjustments will take effect July 1 following our fiscal year (contract) calendar start date. F. Oral Presentations An oral presentation by the proposing Supplier to expand on their submitted proposal will be required by those making the minimum point value. Presentations will be scheduled after the proposals are evaluated and scored. Additional information about the required presentation content will be addressed at that time. Scope of Work: See attached document/IonWave Attribute section. Technical Proposal Requirements Proposing Suppliers are expected to complete Schedules A-E (in Attachments) and upload as part of of their proposal. Proposals should follow the intended schedule format for easy review. Company proposals are to be no more than 40 pages front/back or less (excluding cover and back). Schedule F (Price) should be uploaded as a separate file in the OTHER ATTACHMENT section of IonWave. Evaluation of Proposals Evaluation Criteria CSD will evaluate each proposal submitted based on responsiveness to CSD's overall needs. The award of contract, if made, will be to the supplier(s) who are responsive and responsible to all administrative and technical requirements of the RFP; who has demonstrated competence and qualifications in regards to providing the services required; the pricing for the services offered; and who receives the highest rating based upon all of the criteria set forth in the RFP.
