Site work and new construction of a mixed-use development in Henrico, Virginia. Completed plans call for the construction of a educational facility; and for site work for a educational facility.

Living Building for The Center for Environmental Science and Sustainability to invite interested offerors an opportunity to submit qualifications for evaluation to be determined prequalified to participate in a Request for Proposal for Construction Manager at Risk Services. All interested offerors were notified of their prequalification status on September 19, 2023. Only the interested offerors determined to be qualified may submit proposals in response to this RFP. The Owner’s Total Construction Budget for the Project is $12,000,000. A. Part I – Preconstruction Scope of Services The CM shall provide the following basic services and additional services: 1. Basic Services. a. Cost Study At each of the following phases of design including schematic, preliminary and working drawings, the CM shall prepare a detailed Cost Study. During the development of the Cost Study, the CM shall work closely with the A/E and the County to understand the various aspects of the design and components of the Project. Each Cost Study shall include the following elements: 1. A detailed cost estimate for all Work items and the methodology for establishing the value for each item. All estimates shall be in an ASTM Uniformat II cost breakdown structure. 2. Contingency shall be included in the detailed estimates in two categories: (1) Design Contingency; and (2) CM Contingency. The value of the Design Contingency shall decrease at each design phase commensurate with the completeness of the Project documents. The CM Contingency shall be included in the detailed estimate at each design phase, including in the GMP at the working drawing stage, and shall be of sufficient value to cover those items identified to be paid from the CM Contingency as described in the Part 2 Contract. 3. Pricing of alternate design options identified by the CM, the A/E or the County. 4. Any clarifications and qualifications necessary to describe the specific assumptions made by the CM in the development of the estimate. 5. Identification of all Project or other documents used in the development of the Cost Study or as the basis for any clarifications or qualifications. 6. Value analysis or engineering options proposed by the CM, including the associated cost savings or added costs and any benefits/disadvantages related to each option. 7. Identification of schedule requirements or demands requested by the County that increases total Project cost by more than 5 percent or any system or component by more than 10 percent. 8. Comparison to previous Cost Studies by the CM (for preliminary or working drawings estimates) and the reason for any differences. In addition to the requirements above, the Successful Bidder/Offeror shall thoroughly review the scope of work that is included and if any of the following are included in the services that will be provided, the following additional insurance will be required, if required Project Description 1. The Project will be located on a 62-acre portion of the1,193-acre site that is located off Osborne Turnpike and bisected by the Pocahontas Parkway (state Route 895). It includes 2.8 miles of river frontage and two lakes as well as extensive wetlands and cultural resources. 2. The Project consists of new construction and sitework and improvements to provide access to the building, within the boundaries indicated (Attachment W). 3. Design and construction disciplines involved in the work include but are not limited to architectural, civil, roofing, structural, plumbing, mechanical and electrical. Electrical shall include energy management, fire alarm, security alarm, structured data cabling, clock and intercom systems. 4. Site work will include roadway and improvements within the boundary indicated on the site map to provide access to the new construction and may include accessory structures to accommodate academic program offerings, associated parking areas, landscaping, and all requirements in coordination with the County of Henrico Plan of Development requirements. The historic, cultural significance and anticipated LBC Certification of the site will play a role in the development of a design solution for the Project. 5. The Project will result in a facility to accommodate approximately 100 students. 6. The program includes, but not be limited to the following: four specialty classrooms/laboratories, mini-cafeteria, clinic, common areas and administrative spaces. The functions to be included in the facility will be further defined and described in an architectural program (see the Space List (Attachment V)). It is anticipated that this facility will not use standard school construction methods/materials as the basis for design, but may include mass timber, wood, and concrete. 7. It is the intent of the County to have the new building achieve a Living Building Challenge 4.0 (LBC 4.0) Certification from the International Living Future Institute in addition to LEED Platinum Certification. The Living Building Challenge is organized into seven performance areas, referred to as petals, which will be incorporated into the design and construction of the facility. The performance areas include Place, Water, Energy, Health and Happiness, Materials, Equity, and Beauty. 8. The Director of the Department of Facilities for HCPS shall serve as the Owner’s representative for the Project. 9. HCPS may engage a third-party commissioning agent. If the Work includes any land disturbing activities, the CM shall have on-Site an individual certified by the Department of Environmental Quality as a Responsible Land Disturber in accordance with Code of Virginia. Should Work included in previous Certificates for Payment, and for which payment has been made, subsequently be identified by tests, inspection, or other means, as Defective or not acceptable or not conforming to the Contract Documents, the Value of Work Completed portion of the first Certificate for Payment submitted after such identification shall be modified to reduce the “completed” value of that Work to a percentage reflecting only that work which is not Defective or nonconforming. Required if the scope of work includes the ground up construction of a structure. Limit of insurance shall be 100% of the completed value of the structure. For projects for the renovation of an existing structure, The County shall insure the Builder’s Risk with the Contractor being responsible for the first $10,000 of any claim.
