The project entails the relocation of an existing 30-inch steel cylinder concrete pipe that conveys raw wastewater over and across the existing open-channel American Canal next to the International Border and Rio Grande River in El Paso, Texas. The existing 30-inch pipe conflicts with the International Boundary and Water Commission (IBWC) proposed enclosure of the American Canal with pre-cast arched culvert installation In this project the existing 30-inch pipe will be drained, 159 linear feet will be replaced at its current location and raised over the proposed arched culvert. The actual installation work is to be completed between October 1, 2024, and March 31, 2025, with two Milestone completion dates. Milestone 1 involves taking the existing Outfall line out of service, draining the line, removing the existing line where it crosses over the canal and goes under the border fence, and installing temporary plugs/connections by no later than October 14, 2024. After October 14, 2024, Contractor will be responsible for bypassing wastewater from one side of the canal to the other while IBWC Contractor installs arched culvert. Arched culvert installation will be complete by February 13, 2025. Milestone 2 involves installing Owner provided 30-inch ductile iron pipe and fittings over the top of the installed arched culvert, draining the existing Outfall line, and installing permanent tie-ins to existing line on both sides of canal by no later than March 31, 2025. The new 30-inch installation will be partly inside the IBWC levee, and cross underneath the border fence. Included with the work will be close coordination with IBWC's Contractor installing the arched culvert, coordination with Border Patrol, coordination with Department of Homeland Security, coordination with Owner and Engineer, draining the existing 30-inch pipe for completion of Milestone 1 and 2, vactoring and/or pumping of wastewater from two customer lift stations into portable tanks with subsequent disposal at Owner's wastewater treatment plant while the actual tie-work is being completed, bypass pumping while IBWC contractor installs arched culvert, bypass pumping while Milestone 2 work is completed, removal and disposal of the existing 30-inch pipe crossing over the canal, removal and disposal of the existing beams supporting the 30-inch pipe crossing, removal and disposal of two four foot wide concrete trench walls as necessary for installing new pipe, materials testing, trench safety, traffic control, health and safety plan that addresses working in soils containing heavy metals, mobilization, insurances, warranties and other incidentals, fees and services for a complete and operable project.
