Renovation of an educational facility in San Ysidro, New Mexico. Completed plans call for the renovation of a educational facility.
This information is provided for the following project: 1. Funding: A single firm fixed-price contract will be made under this solicitation, as funds are presently available. The Government reserves the right to cancel this solicitation / Request for Proposal (RFP) before the closing date. 2. Proposal Acceptance Period/Date: The proposal acceptance period shall extend one hundred twenty (120) days past the RFP closing date. 3. RFP Deadline: May 31, 2024, at 5:00pm MDT. The Contracting Officer expects prospective contractors to provide their proposal via e-mail to Krisanne.Dernago@bie.edu 4. Questions and Answers: Any questions relating to this solicitation shall be submitted to the following individuals: Contract Specialist (CS), Contracting Officer (CO) and Contracting Officer's Representative (COR) no later than May 24, 2024, at 3:00pm MDT. Any questions sent shall be submitted on the Questions and Answers Log attached to this RFP. 5. On-site Access: A list of personnel, with all pertinent information, to include, name, phone number, e-mail, and contractor name, shall be submitted to the CS, CO, and COR. A Site Visit for this requirement is scheduled to occur on 05/21,2024 at 10:00 MDT at the T'Siya Day School, Zia Pueblo NM. Please email the CS, Krisanne Dernago, Krisanne.Dernago@bie.edu of your intent to participate in the site visit meeting NLT one day prior to the site visit. 6. Wage Determination: Wages for all contractors and subcontractors must comply with Davis Bacon Wage Determinations. The current determination is #NM20240047 Dated 03/22/2024; See attachment 3- Wage Determination. Be advised the determination that is current at the time of the Purchase Order awarded is the determination that will apply for the project. Current determinations are always available at: https://sam.gov/. 7.Notice to Proceed (NTP): A NTP will be issued after the kickoff/Pre-Construction meeting, Receipt of Bonding and Valid Background Screening. 8.Period of Performance: Ninety (90) Calendar Days from the notice to proceed (NTP) 9.In accordance with FAR Part 63.204 -Disclosure of the Magnitude of Construction Projects, the estimated price range is between Between $25,000 and $100,000 10.Special attention is called to FAR Clause 52.236-7, Permits and Responsibilities and FAR Clause 52.229-3, Federal, State, and Local Taxes. Offerors are responsible for contacting the tax authorities and tribe or tribal organization involved with regard to any requirements regarding state taxes, tribal taxes, royalties and/or other applicable tribal laws or ordinances. Any costs associated with this section shall be included in the contractor's firm fixed price proposal. Contractor is responsible for contacting the appropriate TERO and/or appropriate Tribal Taxation Authority office for coordination and approvals. Please refer to Section H and the applicable clauses for additional information about these requirements. 11. A purchase order is being competed using the Lowest Price Technically Acceptable source selection process described in Section L & M. In accordance with section M, the total price will be evaluated upon reasonableness and completeness. Note, only the lowest price responsive offer will be evaluated for technical acceptability. If the lowest price responsive offer is technically acceptable; award will be made to that offeror and no other offeror will be reviewed for technical acceptability. 12. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. SET-ASIDE TYPE: 100 % Indian Small Business Economic Enterprise (ISBEE ) Set- Aside SCOPE OF WORK: The contractor shall demo 23 sink faucets (restroom), 4 sink faucets (Break Room, Nurse's Office, Home Ec Room, & Science Room), flush valves for 25-toilets and 5-urinals, and install new touchless faucets, automatic/sensor flushometers for toilets and urinals, and 7-filtered water bottle filling stations at each water fountain will need to tie into a GFCI outlet. Contractor shall be responsible to dispose of demo d parts and materials. After installation of new faucets, flushometers, and filtered water bottle filling stations, contractor shall be responsible to do patch work and check for operation. SCOPE OF CONTRACT: The contractor shall furnish all necessary personnel, supervision, materials, equipment, services and facilities (except as otherwise specified) to perform the demo and installation of toilets, sinks and drinking fountains at T'siya Day school in Zia Pueblo, NM in the accordance with the Statement of Work or Specifications (attachments to the Statement of Work/ Specifications are listed in Section J and are hereby made part of this solicitation and any resultant contract).
