Cleaning, Repairing, and Painting of Ground Storage Reservoir & Wastewater Treatment Plant Membrane Tanks #1 and #2 It is the intent of the Culpeper County to contract a firm fixed price with one contractor, hereafter referred to as the "Contractor", to furnish all supervision, material, tools, labor, equipment, machinery, and accessories necessary for cleaning, repairing, and painting of the following structures owned by Culpeper County Environmental Services. Airpark Drive Ground Storage Reservoir - 300,000-gallon capacity. Airpark Wastewater Treatment Plant Membrane Tanks #1 and #2 Contract shall furnish all supervision, material, tools, labor, equipment, machinery, and accessories necessary for cleaning, repairing, and painting of the Airpark Drive Ground Storage Reservoir (300,000-Gallons Capacity) located at 13175 Airpark Drive, Elkwood, VA 22718, and the Airpark Wastewater Treatment Plant Membrane Tanks #1 and #2, located at 13281 Airpark Drive, Elkwood, VA 22718 as specified in Attachment A (Technical Specification - QCS Project No. CC-01). Both sites are owned by the Culpeper County Environmental Services. Under the resulting contract, liquidated damages shall be $100.00 per calendar day for each day beyond the scheduled completion date shown on the resulting contract, which will be agreed upon between the County and Contractor receiving the award. Bids shall be accompanied by either a cashier's check or certified check or bidder's bond in the amount of 5 percent of the total bid amount made payable to the County of Culpeper. Bonds shall be with a surety company acceptable to the Owner. A performance bond and a labor and material payment bond (AID Document A312) will be required in the amount of 100 percent of the total bid, including any additions and/or deductions and shall be provided by the successful bidder. Awards made in response to a RFP will be made to the highest qualified offeror whose proposal is determined, in writing, to be the most advantageous to the County taking into consideration the evaluation factors set forth in the RFP. The Purchasing Agent reserves the right to award a contract by individual items, in the aggregate, or in combination thereof, or to reject any or all bids/proposals and to waive any informality in bids/proposals received whenever such rejection or waiver is in the best interest of the County. Award may be made to as many bidders/offerors as deemed necessary to fulfill the anticipated requirements of the County. The Purchasing Agent also reserves the right to reject the bid if a bidder is deemed to be a non-responsible bidder.
