The Project consists of the following scope of work. The Project consists of furnishing design and equipment for a wastewater treatment facility upgrade project including an MBBR system and UV Disinfection equipment with all related appurtenances as required by the Project Specifications and Contract Documents. The project is located in Hughes and Sully Counties, South Dakota in Central South Dakota. Firms shall also provide Design Phase and Construction Phase services as indicated in the Bid Form and Contract Documents. Each Bid must be accompanied by a separate envelope containing a Bidders Bond in an amount of ten (10) percent of Bidder's maximum Bid price (determined by adding the base bid and all alternates) or in the form of a certified check or bank money order in a sum equal to five (5) percent of the full amount of the Bid payable to the Owner, or a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions. A pre-proposal meeting will not be held. Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order Nos. 12138. The requirements for bidders and contractors under this regulation which concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE) are explained in the contract documents. The goal for MBE is 1% of the total dollar value of the project. The goal for WBE is 4% of the total dollar value of the project. Owner reserves the right to reject any and all Bids. Award, if made, shall be to the lowest responsible Bidder whose Bid is responsive to the invitation and is most advantageous to the Owner, in its sole and exclusive discretion, price and other factors considered. The Owner may reject a Bid as nonresponsive if the prices bid are materially unbalanced between the line items or subline items.
