The City of Hagerstown ("City") is issuing this Invitation to Bid ("ITB") from qualified Licensed Electrician firms ("Contractors") that are experienced in repairs and services for City owned buildings, facilities, and sites. The Contractor will provide electrical maintenance and repair services for any on-call or as-needed basis, upgrades, installations, and replacements for components of City facilities. The services and tasks to be performed also will include the furnishings of all labor, materials, tools, equipment, supplies, services, transportation, tasks and incidental and customary work necessary to completely perform electrical services and repair work on various City locations. The City of Hagerstown shall make positive efforts to utilize Disadvantaged Business Enterprises for its supplies and services and shall allow these sources the maximum feasible opportunity to compete for contracts. The City of Hagerstown does not discriminate on the basis of race, color, national origin, sex, religion, age and disability in employment or provision of services. The City of Hagerstown reserves the right to accept proposals individually or collectively, to accept or reject any or all proposals, waive any informalities, and take whatever action is to the best interest of the City of Hagerstown. Interpretations, Discrepancies, Omissions: Should any Bidder find discrepancies in, or omissions from the documents or be in doubt of their meaning, he/she should at once request, in writing, an interpretation from tfrench@hagerstownmd.org. All necessary interpretations will be issued to all Bidders in the form of addenda to the specifications, and such addenda shall become part of the contract documents. Exceptions as taken in no way obligates the City to change the specifications. Failure of any Bidder to receive any such addendum or interpretation shall not relieve such Bidder from any obligation under his/her bid as submitted. The City shall assume no responsibility for oral instructions or suggestions. ORAL ANSWERS WILL NOT BE BINDING ON THE CITY. No requests received after 3:00 PM on Wednesday, May 22, 2024 will be considered.
