The City of Bell Gardens (City) is seeking a qualified consultant with proven expertise to submit a proposal to develop an effective and comprehensive Bell Gardens Climate Action Plan (BGCAP). The BGCAP would serve as a strategic plan to mitigate the effects of climate change through greenhouse gas (GHG) emissions reductions targeting the construction, energy, transportation, and waste sectors, and to address environmental challenges and opportunities within our community. The selected consultant will be responsible for preparing a comprehensible plan that is straight forward, ready to implement by staff, and a product of meaningful community engagement. The BGCAP is necessary in order to address the impacts of climate change on the City; including increased heatwaves, wildfires, flooding, and air pollution and to enhance the City's sustainability. Deliverables would include conducting a vulnerability assessment, identifying adaptation strategies, and developing an implementation plan. The BGCAP would involve collaboration with community-based organizations, County of Los Angeles Supervisor Hahn's Office, the Los Angeles Department of Communities for Environmental Justice, the Los Angeles Department of Public Works, and the Bell Gardens Planning Commission. BGCAP would also be connected to relevant regional and state planning efforts to ensure alignment with broader climate resilience goals, including the California Climate Adaptation Planning Guide and Los Angeles County Climate Action Plan. It is the intent of the City to select a single consultant to accomplish and/or supply all services outlined in this Request for Proposals (RFP). The selected consultant would play a pivotal role in developing a robust BGCAP that aligns with the City's goals and objectives. The City reserves the right to accept or reject any or all responses received in response to this request. The City also reserves the right to waive any informality, technical defect or clerical error, or irregularity in any response. The City's potential award of an agreement would not be based on any single factor, nor would it be based solely or exclusively on the lowest cost proposal. If an agreement is awarded, it would be awarded to the consultant who, in the judgment of the City, has presented an optimal balance of relevant experience, price, quality of service, work history, and other factors which the City may consider relevant and important in determining which proposal is best for the City. Additionally, the City may, for any reason, decide not to award an agreement based on this RFP. The City reserves the right to cancel this RFP. The City shall not be obligated to respond to any responses submitted, nor be legally bound in any manner by the submission of the response. The City reserves the right to negotiate deliverables and associated costs.
