Pursuant to Chapter 2269 of the Texas Government Code and other applicable law, The City of Bryan (the "City") is soliciting Competitive Sealed Bids for the 2024 Street Maintenance Sealcoat Contract. This project consists of all work associated with street and pavement improvements specified within this document. The outside of the envelope must clearly be labeled with the Bidder's name, the RFB name/number and the due date. Any Bid received after the aforementioned closing time will be returned unopened. The City believes that the data contained in these specifications is sufficient for the preparation of Competitive Sealed Bids. Requests for additional information will be considered depending on the bid time frame and the availability of the requested information. Such information will be submitted to all known Bidders simultaneously on the website mentioned above. Pursuant to Government Code Chapter 2269, subchapter D, the City of Bryan may enter into a contract with the Offeror meeting all the qualifications and specifications that submits the Competitive Sealed Bid that offers the best value to the City. The City will evaluate and rank Bids considering the selection criteria and weighted value set forth in the request for bids. The City of Bryan reserves the right to accept or reject any or all Bids, to waive any informalities and technicalities, to accept the offer considered most advantageous and to award the Bid to the vendor offering the best value to the City of Bryan. Additionally, all Bidders are hereby notified that the City of Bryan shall consider all factors it believes to be relevant in the determination of the best value including, but not limited to, the proximity of the Bidder as it relates to their ability to perform the contract for the City of Bryan. Architect/Engineer: The Project has been designed by Jayson E. Barfknecht, PhD, P.E. Location: Various streets located around the city. Project Scope: This contract consists of sealcoating various street selected throughout the city, with a two-course surface treatment. Quantities for the two-course surface treatment are approximately 210,000 SY of AC20-5TR oil with Grade 4 pre-coated, Type PB trap rock (0.35 gal/sy & 1cy/110sy); and AC20-5TR oil with Grade 5 pre-coated, Type PB trap rock (0.30 gal/sy & 1cy/125sy). This project may also consist of 6" base failure repairs, to be completed, prior to the sealcoating application. The Project will be designed and constructed so as to meet all applicable federal, state, and local accessibility standards. The selected Offeror will be also responsible for: obtaining all applicable permits and inspections; providing all necessary performance and payment bonds and insurance certificates; and providing the Owner with all manufacturers' warranties and all operations and maintenance (O & M) manuals for all equipment installed. The selected Offeror may be required to perform some or all of the following pre-construction and construction services. Preconstruction Services may include, but not necessarily be limited to, planning and value engineering the Work. Construction Services may include, but not necessarily be limited to, all work associated with construction, occupancy and warranty of the facilities. Project Estimated Budget: The proposed estimated budget for construction costs for this Project is $1,900,000.00 inclusive of all incidental and contingent expenses associated with the construction of the entire scope of the Project. Project Estimated Completion Date: The projected completion date is estimated to be 60 working days. The City reserves the right to modify the commencement date, subject to Owner and Contractor availability, phase the construction of the Project, or modify the schedule as needed and determined by the City due to modifications in scope.
