Project Contact: Stephania Ferrell, Director of Parks and Recreation The City invites proposals from professional consultant firms with experience in planning, engineering, and architecture of community parks to develop concepts for an Action Park. It is anticipated this plan will form the foundation to replace the existing skatepark and to help formulate a plan to include within the City's Capital Improvement Program (CIP). This Request for Proposals (RFP) is intended to provide the general information needed to respond to this proposal. Attachments: 1. City of Gahanna Comprehensive Parks Master Plan (2023) 2. PURPOSE The City of Gahanna is seeking proposals from qualified consultant or consultant team to facilitate a public process, study site and prepare conceptual park designs with cost estimates for a new Action Park in the City of Gahanna. 2. Background The City of Gahanna is a community of roughly 36,000 residents and is proud to own over 800 acres of park land. The acreage is made up of developed parks designed for active recreational use including 2 aquatic facilities, senior center, dog park, 3 athletic complexes, 9 hole golf course as well as over 20 miles of multi-purpose trails and over 200 acres of preservation and conservation properties. The Gahanna Parks and Recreation Department (GPRD) is charged with the stewardship and programming of these resources. The City of Gahanna owns and operates a skatepark and roller rink at Shull Park (236 Granville St.). The features of the park are at the end of their useful life. The location is not ideal for a replacement or improvements due to frequent flooding. With each flooding event, a large amount of silt builds up and damages the modular features as well as the surface. The amenities will be taken out of service in 2024 due to the level of disrepair. A new location has been identified for a reimagined amenity. Lower McCorkle Park (425 Olde Ridenour Rd.) is adjacent to the regional Big Walnut Trail and is better suited for sustainable improvements (see Attachment 2). An Action Park rather than a skatepark derived from the desire of updating the facility to current and growing trends. Although community input is vital to the development of the final design, there are a few examples of features envisioned for the park: skatepark, pump track, safety town, climbing wall, zipline and frisbee golf course as well as development of a permanent restroom facility (public water and sewer service is available in Olde Ridenour Rd). 3. SCOPE OF SERVICES The following is a preliminary scope of work that may be modified during contract negotiations with the selected Consultant. This preliminary scope of work is intended to outline and describe the range of anticipated tasks. Any recommended modifications by the Consultant to this preliminary scope of work should be clearly identified in the Consultant's submittal. o Public Outreach: Provide strategic and comprehensive public outreach to solicit community and stakeholder input. Methods of public outreach are to be proposed by the Consultant and may include surveys, focus groups, online platforms, etc. Public outreach should be inclusive, engaging and results oriented. Corresponding with project milestones, there will be presentations to an established steering committee. o Site Analysis: The detailed site analysis shall include the study of existing features of the site, topography, sensitive areas, soils, access, utilities, and code requirements. Potential traffic and parking concerns, including multi-use trail impact and access improvements shall also be addressed. o Concept Design Alternatives and Costs: Upon completion of the site analysis the project team shall propose three (3) site specific concept design alternatives with probable construction costs. The design of the park shall incorporate industry best practices and standards to maximize user safety and durability of the park. o Funding Options: To address capital and operating costs, identify and research funding options and partnerships, along with an analysis of each (pros/cons, steps to secure, etc.). The submitted research shall include, but not be limited to, public-private partnerships for capital projects, public-private partnerships for operations, bond and levy funding, interlocal agreements, and foundation fundraising. o Report: Submit a written report compiling the above scope of work, methodology used, and recommendations including 3D renderings of design concepts. December 1, 2024: Project Completion Deadline Submittals are not returnable and will become the property of the City. Please be advised that once submitted, the RFP/SOQ will become "public record" and are available to all for inspection and copying, upon request. All clarifying questions pertaining to information within or related to this RFP shall be submitted via email to Stephania Ferrell by no later than May 15, 2024. The City may, in its sole discretion, extend the RFP due date if such action is deemed necessary by the City, to satisfy the requirements of the process. Consultants are solely responsible for examining the complete RFP including all documents, instructions, reports, and any addenda to these documents and for responding in full compliance with these instructions. Please provide the following in your submittal: o Team Qualifications: Brief history of the Consultant, including areas of team expertise and technical capabilities. o Statement of Experience: Identify the proposed project manager and roles and participation levels of all members of the project team; include a statement of qualifications/resume for each member. For each member, describe their experience with projects of a similar nature. o Project Approach: Description of scope of work, including approach strategies and timeline which identifies major proposed tasks and products. Explain work/communication process with sub-consultants and how sub-consultants will be managed. Explain preferred work/communication process with City staff. o Project Schedule: Submit a project schedule (maximum 1 page) depicting the timing of all work activities starting from the Notice to Proceed. Consultants shall assume a (tentative) Notice to Proceed date of June 28, 2024. Consultant shall also assume a final project completion date of no later than December 1, 2024. This schedule should contain key project milestones for deliverables. Identify any assumptions used in developing the schedule. o Proposed Pricing: Submit a completed Pricing Schedule using the Attachment 3 Proposal Pricing Form along with a billing rate schedule. The submitted Pricing Form shall include total Consultant hours per task, total Consultant fee per task and Subconsultant fees per task (if any). o References: Three (minimum) client references for municipal park and recreation departments (within the last 5 years) led by the proposed project manager. Please include the full name of the municipality, project manager, address, phone number, website and email. o Relevant Sample Work: No more than three work samples from previous projects of a similar nature. Please describe the scope of work performed for each project. o The City will take all necessary affirmative steps to assure that minority businesses, women's business enterprises, and labor surplus area firms are used when possible. For guidance, staff members may refer to minority-owned, women-owned, and socially and economically disadvantaged businesses approved by the Ohio Department of Administrative Service (DAS). SHORTLIST SELECTION Upon reviewing and scoring the RFPs, the City reserves the right to shortlist qualified Teams for advancement. Shortlisted Teams will be asked to submit a Technical Proposal and Approach with the Teams' Proposed Schedule by a specified date. Presentation/Interviews may be required. Final Selection criteria will be included in the notification of shortlist selection.
