The Department of Housing & Neighborhood Services' (HNS), Housing Services Division requires the company to perform multifamily rental compliance inspection services on residential structures. At the City's discretion, administrative work may be required in the way of processing inspecting apartment units selected by HNS for the company to perform. The City's goals for these services is to ensure inspections are performed on the site of the rental property. The City expects the company to inspect the property's buildings and common grounds for evidence of a healthy, sanitary, and decent living environment. The inspections will be conducted over the course of twelve (12) months. At the City's discretion, the services will be performed by utilizing the Uniform Physical Condition Standards (UPCS), established by the United States Department of Housing and Urban Development (HUD) as the standard used to inspect properties. The standard is designed to ensure safe, healthy, decent affordable housing, and promotes sound property management practices such as objective standards, value added inspection protocols and less complex scoring elements.
