The selected CONTRACTOR will be required to provide full service professional facility management services necessary to maintain and preserve the facility and grounds. CONTRACTOR will be responsible for regularly assessing the conditions of the facilities and their systems as well as developing and implementing the facility operations and preventative maintenance programs necessary to maintain, preserve and keep the premises in good repair and condition. The services shall include, but not be limited to: I. Building Maintenance and Repair Services 1) General building maintenance and repair services including, but not limited to, the following industries: a. Custodial Services b. Handymen Repairs c. Painting d. Locksmith Services e. Minor Landscaping f. Roof Maintenance g. Plumbing and Repairs h. Lift Services i. HVAC maintenance and Repair j. Electrical services 2) Predictive and Preventative maintenance on each piece of electro/mechanical equipment owned by the Agency. 3) Corrective Maintenance on equipment, building structure, building systems and site facilities as needed. 4) On-going minor construction activities. 5) Maintenance of grounds, facilities systems, and annual inspections i.e.: heating, ventilation, air conditioning units, plumbing, water backflows, etc. in full compliance with city code. 6) Assist in project planning, proposal development activities, and cost estimations of all requested work by the Agency for related outsourced work, adhering to the TPA's procurement policy. 7) Coordinate and provide emergency services for any repairs. Industry Specifications: 1) Custodial Services i. The selected CONTRACTOR shall perform cleaning and sanitization services at 301 Datura Street, West Palm Beach, FL 33401 twice weekly between the hours of 5:30 p.m. to 9:30 p.m. The service area totals 9,300 square feet (about twice the area of a basketball court) and includes: o Main Lobby/Reception o Bathrooms o Offices (private downstairs & common workstations upstairs) o Employee Breakroom/Kitchen o Conference/Meeting Rooms ii. Services shall include, but are not limited to, the following: o Clean and disinfect office surfaces (desks, conference tables, chairs, and other office furniture). o Clean all light switches and door handles. o Clean face plates, picture frames, and office decor (as needed). o Clean all glass on doors, cubicles, windows, and entranceways (as needed). o Dust high areas, windowsills and reachable HVAC vents and grills (as needed). o Vacuum/Sweep/Mop hard floors. o Vacuum all carpeted areas. o Empty trash receptacles and replace liners (including feminine waste receptacles). o Remove trash from the office areas and deposit in the waste dumpsters located in the adjacent parking lot. o Remove recycling from all office areas and deposit in the appropriate receptacles located in the back hallway. o Clean, deodorize, and disinfect sinks, showers, and other restroom areas. o Clean, deodorize, and disinfect toilets & urinals (interior & exterior). o Refresh paper towel dispensers, toilet tissue dispensers, and hand soap dispensers. o Clean and disinfect drinking fountains. o Clean and disinfect employee breakroom/kitchen sink, countertops, and chairs. o Clean and disinfect the exterior of the dishwasher and countertop appliances. o Clean and disinfect the interior and exterior of microwave and refrigerator (once weekly). o Sweep/Pick-up trash from exterior office entrances. iii. Additionally, the vendor shall perform monthly interior and exterior storefront window cleaning and quarterly pressure washing of the office building and adjacent sidewalk. The Vendor is responsible for providing water as no exterior building spigot is available. iv. The Vendor shall also provide deep cleaning to carpeted areas and buffering of concrete floors annually. v. The Vendor will provide all cleaning equipment and cleaning supplies, which meet the industry standard quality for medical grade disinfectant. vi. The Vendor is responsible for parking arrangements. The TPA will furnish office keys, access cards, and alarm codes as required. 2) Locksmith Services 1) The CONTRACTOR will be required to provide locksmith services that include but are not limited to: i. Maintain a master key inventory and a key control system. The key control process may include, but not be limited to buildings, facilities, offices, storage spaces, and bathrooms. ii. Provide locksmith services to maintain locks and hardware. iii. Re-key locks and systems when deemed and approved necessary to ensure security. (All references to keys shall include key cards.) iv. Ensure keys/keycards provided by the TPA are not misplaced or lost or being used by unauthorized persons. The CONTRACTOR will be responsible for replacing keys/key cards at no cost to the TPA. Any lost or misplaced keys must be reported immediately to the TPA. v. The CONTRACTOR will provide quotations for any costs or repairs. No work will be performed without prior authorization from the TPA. The CONTRACTOR shall not charge the TPA for any materials until the materials are utilized for a specific task. vi. 3) Painting 1) The selected CONTRACTOR shall be responsible for providing the following: i. Bi-annual Paint touchups in common areas i.e.: i. Main Lobby and Hallways ii. Cafe/Break Room iii. Offices and meeting rooms ii. Materials and supplies as need to complete the project. The CONTRACTOR shall not charge the TPA for any materials until the materials are utilized for a specific task. 4) Roof Maintenance 1) The selected CONTRACTOR shall be responsible for the following: 1. Quarterly inspection and maintenance of the roofing structure including checking for rot, rust, and cracking and note of any weathering including blistering, abrasions, scratching, or holes. Also, a walkthrough of the interior of the facility to look for signs of damage, including drips and leaks, water stains, and peeling paint. 2. Ensure the area is free of debris, dirt, algae, moss, and trash. 3. Clean and unclog drains. 4. Pressure washes the roof on a quarterly basis. 5. Report and provide timely quotations for repairs, parts, and labor. The CONTRACTOR shall not charge the TPA for any materials until the materials are utilized for a specific task. III. Lift Regulations 1) Annual inspection to adhere to city code and regulations. 2) Repair and maintenance services as needed. 3) Report and provide timely quotations for repairs, parts, and labor. The CONTRACTOR shall not charge the TPA for any materials until the materials are utilized for a specific task. IV. Landscaping 1) Minor landscaping such as tree trimming and or/removal of debris that is on Agency property not within the City's Scope of work as needed. V. Plumbing and Repairs 1) Ensure the Annual Backflow Inspection is in accordance with the City code and regulations. 2) Provide emergency quotes for any repairs. VI. HVAC Maintenance and Repair 1) Full preventative Maintenance Services on 2 RTU, 5 Mini split condenser systems twice per year (two (2) visits per system within the one-year agreement). 2) Replace Belts for RTU motors at least once a year or as needed. 3) Change filters monthly for the 2 RTU with MERV 8 filters to be provided by vendor. 4) Clean or change when necessary 10 mini split filters monthly. 5) Check, clean, and service all drain lines (including roof drain) monthly for all applicable systems. 6) Provide estimations for any repairs needed outside of preventative maintenance.
