Site work, paving and outdoor lighting for a mixed-use development in Brookland, Arkansas. Working plans call for site work for a recreation facility; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

**As of May 6, 2025, bids received were rejected. No definite date for the rebid. Scope of work consists of the installation of Phase 2 of a municipal recreation complex, including concession building with plaza; one lighted baseball field including all related sod, skinned areas, irrigation, fencing, and accessories; access drives, parking lots, sidewalks, park sign and entry gates. Included in this work is erosion control, asphalt pavement, concrete curbs, concrete walks, sodding or hydroseeding of all disturbed areas, fences, baseball field installation, dugouts, bleachers, ball field signs, park sign, vehicular gates, pavement striping and signage, ballfield lighting, and all other necessary and related work to complete the project as shown on the plans and described in the specifications. Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the City of Brookland or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. The notice of award of Contract shall be given by the Owner within sixty (60) days following the opening of bids. The successful Bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. The City of Brookland reserves the right to reject any or all bids, to waive any informalities, and to accept the proposal deemed to be for their best interest. The City of Brookland hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. The City of Brookland encourages participation of small, minority, and woman owned business enterprises in the procurement of goods, services, and construction, either as a general contractor or subcontractor. It is further requested that whenever possible, majority contractors who require subcontractors seek qualified small, minority, and women owned businesses to partner with them.
