Burlington Electric Department (BED, the Department) is requesting triennial engineer reports beginning July 1, 2021 and ending June 30, 2024 (Triennial Period) for our generating assets consisting of McNeil Generating Station (J C McNeil), Winooski One Hydroelectric Plant, Burlington Gas Turbine, Burlington Airport Solar Array, and Burlington Electric Department Pine Street Solar Array; and also the BED Transmission & Distribution (T&D) System. Historically, triennial engineer reports were required for McNeil Generating Station per the conditions in the General Bond Resolution, which was adopted on October 7, 1981 used to finance the construction of the facility. Though this bond and associated conditions are no longer active, Burlington Electric Department would like to continue to utilize triennial engineer reports as a tool to operate assets as efficiently and effectively as possible. As such, we would request a proposal to provide triennial engineer reports for all five generating assets and the T&D System as described below. The Department further reserves the right to accept a proposal for a contract other than that with the lowest cost, and to negotiate separately with any source whatsoever in any manner necessary to serve the best interests of the Department. The Department also reserves the right to award all or partial parts of the RFP to any or several contractors that are in the best interest of the Department. The method of Contractor Selection has not been Determined at this time.
