Site work, paving and new construction of a mixed-use development in Poulsbo, Washington. Completed plans call for the construction of a two-story above grade residential development; for site work for a residential development; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

**As of July 18, 2024, this project has not yet been awarded. A timeline for award has not yet been established.** Prospective bidders are hereby notified that they are solely responsible for ensuring timely delivery of their bid to the place of bid opening. The engineers estimate ranges from $2,500,000 to $2,800,000 including sales tax. All bid proposals shall be accompanied by a bid proposal surety bond made payable to the City of Poulsbo in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into such contract and furnish satisfactory performance and payment bonds within the time stated in the Special Provisions, the bid proposal bond shall be forfeited to the City of Poulsbo. Bidders are notified that all bids are likely to be rejected if the lowest responsible bid received, exceeds the Engineer's estimate by an unreasonable amount. The City of Poulsbo reserves the right to award the bid in a manner and on a basis, which will best serve the County, taking into consideration the Bidder Responsibility Statement included with the bids and the requirements of the Contract Provisions. The award of the contract, if made, shall be made to the responsible Bidder submitting the lowest responsive bid, based upon the total sum of the extension of unit prices for the bid items. The project consists of work to be performed within 360 calendar days from Notice to Proceed and consists of furnishing all materials, equipment, tools, labor, and other work or items incidental theretofore and as generally described as follows: Construct two 2-story affordable housing buildings with 4 units each and complete associated site improvements including utility infrastructure improvements, road frontage improvements, a gazebo, garden and. landscaping areas, parking stall striping improvements, and other work as depicted on the plans. The engineer's estimate ranges from $2,500,000 to $2,800,000 including sales tax. The Nordic Cottages project is a joint project between the City of Poulsbo and Kitsap County Consolidated Housing Authority (KCCHA) with Housing Kitsap acting as the Owners Representative on the project through construction. Obtaining Plans and Contract Provisions: Access to bidding information (plans, specifications, addenda, and Bidders List) is available through online. Free-of-charge access is provided to Prime Bidders, Subcontractors, and Vendors. The City of Poulsbo in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises w ill be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
