The lower left-hand corner of the envelope shall be marked: Bid For: JFHQ Civil Improvements Phase 4 - Bid Package #1 All sealed bids will be publicly opened, recorded, and studied for recommendations to the Owner. Bids received after the official stated time or more than ninety-six hours, excluding Saturdays, Sundays, and Holidays, before the official stated time set for the opening of bids, will not be accepted. No bids may be submitted, changed, or withdrawn after the time of the opening of the bids. Pursuant to Title 61 "Oklahoma Public Competitive Bidding Act".
