Site work, paving and renovation of a civil project in Lafayette, California. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; and for the renovation of a water / sewer project.
Furnish and replace approximately 600 feet of sanitary sewer gravity collection mains; furnish and install 1,300 feet of 6-inch HDPE force main; furnish and replace the underground sanitary sewer lift station with an aboveground lift station; and furnish and install 25kW backup generator, pad, and all related wiring and connections. Furnish and install a new radio tower and approximately 1,500 feet of conduit; and remove 100 feet of wood retaining wall and railing and furnish and install new concrete wall and wire railing. Performance and payment bonds for not less than 100 percent of the contract price are required. BID SECURITY Each Bidder shall submit with its proposal a bid security for not less than 10 percent of the total amount bid. The bid security shall be one of the following: A. Certified Check or Cashier's Check - Check shall be made payable to the order of East Bay Municipal Utility District. The District will return checks, a) to unsuccessful bidders as soon as practicable after opening of the bids and b) to the successful bidders upon execution of contractual documents and bonds. Liquidated Damages The deductions for liquidated damages shall be: 8.2.4.1 $1000/day or fraction thereof that shutdown of the lift station exceeds the time allowed by Article 1.13 in Section 01 14 00. 8.2.4.2 Sanitary Sewer Lift Station: $2,500/day from date of required "ready for service" until the actual "ready for service" date as defined in Section 01 11 00 Summary of Work. 05/27/25 Supplementary General 2166A 00 73 00 - 6 Conditions 8.2.4.3 $500/day from date of actual "ready for service" or required Contract Completion, whichever occurs later, until actual Contract Completion as defined in Document 00 72 00 General Conditions. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Estimated Cost: $2,000,000 to $2,600,000 All work covered by the contract shall be completed within three hundred and sixty-five (365) calendar days after the issuance of the Notice to Proceed. The right is reserved to reject any or all proposals and to waive technical defects, as the interest of the District may require. Award of contract or rejection of bid proposals will usually be made by the District at the second Board meeting following the bid opening. A. Project field surveying responsibility 1. The District will: a. Project Horizontal and Vertical control monumentation b. Provide one set of stakes for required earthworks (slope or area grading) as indicated on the drawings, at an offset determined by the Engineer c. Provide one set of finished grade stakes for curbs, paved surfaces or walkways as shown on the drawings d. Provide one set of stakes for sewer, storm drain, structures or other project work as shown on the drawings e. When contract scope includes pipeline work: 1) Provide one set of offset stakes to establish all lines and grades prior to construction of all open trench pipelines and appurtenances at 25- ft increments through curves of radius shorter than 500 feet and 50 feet for other curves and tangents, and at all defined breaks in grade. Offset stakes not to exceed 17' from centerline of pipe alignment 2) Provide one set of stakes as requested for other pipeline appurtenances as indicated on the drawings f. Reference survey monuments within 10' of the pipeline as shown on the drawings g. Prepare Corner Records for referenced survey monuments h. Provide re-setting or replacement of survey monuments, which have previously been referenced i. Prepare post-construction Corner Records for replacement survey monuments 2. The Contractor shall: a. Protect all stakes and monuments. Any re-staking of destroyed stakes or replacement of survey monuments destroyed without the approval of the Engineer shall be at the contractor's expense. 1) The re-staking and survey monument replacement work will be performed by the District at the following rates: o Minimum charge shall be 0.5 day of a 2 person survey crew. o $1,800 for the first 0.5 day and $1,560 for every additional 0.5 day. 2) The total cost shall be deducted from the Contractor's monthly progress payment. b. Transfer of grades from rough grade or finish grade stakes, grade checking as grading progresses. c. Perform stakings for temporary works, including but not limited to: temporary earthworks, fencing, street detour components, parking area and street striping, and signs. d. Set the position (batter boards) of all excavation shoring, including but not limited to pits surrounding pipe tie-in work. e. Perform all other field surveys not explicitly stated under District survey responsibilities listed above. A. The work covered by this specification includes the handling, removal, and proper disposal of asbestos material from the demolished structure. This section includes all work necessary to reduce air concentrations of asbestos to the specified level and maintain the specified asbestos control limits during the life of the contract. It also includes removal, containment, and disposal of asbestos-containing materials. B. The Contractor shall perform all work according to the procedures outlined in these specifications. C. The known hazardous materials for demolition and abandonment include the following: 1. Pumping Plant 2. Asbestos Cement Sewer Pipeline A. The work covered by this specification includes the handling, removal, and proper disposal of lead-containing coating as required as a result of the work at Lafayette Reservoir Recreation Area. Specifically, these actions pertaining to lead-containing coating are applicable in all work that involves demolition, equipment salvaging, and abandonment within and around the existing pumping plant. See Appendix E for laboratory test results of interior coating samples, including lead and other hazardous constituents. B. The Contractor shall perform all work according to the procedures outlined in these specifications. C. The hazardous materials removal and disposal include the following: 1. Properly remove and dispose of all lead-containing material as part of the demolition and disposal work. 1. Conduct a risk assessment for the two trees in proximity to the proposed sewer installation at the Lafayette Reservoir. 2. Provide photographic documentation and measurements of the coast live oak, coast redwood, and the surrounding site. 3. Document observations and professional opinions regarding potential tree risks. 4. Prepare a detailed arborist report including: o Findings o Risk mitigation recommendations o Proposed tree protection fencing locations o Protocol for ongoing monitoring of both trees' health and condition
