New York State certified MWBE participation goals for this contract are 20% All questions about the meaning or intent of the Contract Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda. Only questions answered by formal written Addenda will be binding. - Furnish 162 water meters and Install 152 water meters, with new Radio Read Meters. - Furnish data collector and Transceiver, operating software with computer, and provide startup/training. Bidders are advised that bid award will be based on the sum of the BASE BID item costs (i.e., the sum of the product of the bid item quantities multiplied by their unit price for each bid item) for both contracts. Bid alternate costs, if reasonable, will be considered after the bid award. There will not be a pre-bid conference for this project. At the bid opening the Contractor must supply a BID GUARANTEE of 5 percent of the TOTAL AMOUNT of the bid submitted. See Item 6 in Instructions to Bidders. The Contractors must be aware that they must comply with the State wage rates under New York State Department of Labor PRC# 2023004332 (online) and Federal wage rates under U.S. Department of Labor NY20230007. The higher of the two wage rates shall be selected on a case by case, trade by trade basis. In addition, the Contractor must comply with Labor Law 220, section 220-h, which requires that on all public work projects of at least $250,000.00, all laborers, workers and mechanics on the site be certified as having successfully completed the OSHA 10-hour construction safety and health course. Bidders are advised that Payment and Performance Bonds, each in the amount of 100% of the contract price, as well as a Certificate of Insurance demonstrating required coverage, shall be provided by the successful bidder. The Payment and Performance Bonds shall be in effect for one year beyond the dated of substantial completion, and for 100% of the final contract price. The extended period for the Payment and Performance Bonds will be in lieu of a one-year maintenance bond. Bidders are responsible for the timely delivery of their Bid proposal to the proper department as indicated in this "Invitation To Bid". Bid proposals received after the date and time specified in the Invitation shall be considered unresponsive and will be returned to the Bidder unopened. The Owner reserves the right to reject any and all Bids or waive any informalities in the Bidding. Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the openings of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders and receiving NYSEFC bid award approval. **Document Notes: Checks or money orders for hardcopies shall be made payable to Delaware Engineering, D.P.C. Cash deposits will not be accepted. Any Bidder requiring documents to be shipped shall make arrangements with REV and pay for all packaging and shipping costs. Please note that de online is the designated location and means for distributing and obtaining all bid package information. All Bidders are urged to register to ensure receipt of all necessary information including bid addenda. All bid addenda will be transmitted to registered plan holders via email and will be available at online. Plan holders who have paid for hard copies of the bid documents will need to 1 make the determination if hard copies of the addenda are required for their use, and coordinate directly with REV for hard copies of addenda to be issued. There will be no charge for registered plan holders to obtain hard copies of the bid addenda.
