For a Taxiway B Reconstruction and Runway 7-25 Pavement Removal project. Deadline for Written Questions: June 6, 2024, 5:00pm The Citys fiscal year begins on October 1st and ends on September 30th. The bidder further agrees to pay, as liquidated damages, the sum of ONE HUNDRED FIFTY ($150.00) DOLLARS for each consecutive calendar day thereafter, until the work is completed or accepted. The bid response shall be accompanied by cashiers check or a Bid Security of no less than ten (10 %) percent of the amount of the Bid Proposal. The Owner reserves the unqualified right, in the Owner sole and absolute discretion, to reject any and all bids, to waive any irregularities, or to accept that bid or combination of bids, Contract Time The Contractor agrees to commence work within Ten (10) CALENDAR DAYS after the date of the Notice to Proceed letter and shall achieve Substantial Completion within Two Hundred (200) consecutive calendar days thereafter. The Contractor shall have an additional thirty (30) consecutive calendar days from the date of Substantial Completion to achieve Final Completion. 1. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth herein. 2. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Timetables Goals for minority participation for each trade: 10.0 % Goals for female participation in each trade: 6.9% Work Area Descriptions: The work of the project has been divided into six (6) work areas to coordinate construction in a way that will minimize interference with Airport operations. The work areas shall be completed in sequence detailed on the plans, and work areas shall be completed prior to progressing to the next area. The work areas are described below: Phase I: Work Area "A": Includes the pavement removal and reconstruction of Taxiway B, reconstruction of Runway 11 end under drainage crossing, grading, subgrade preparation and placement of subbase material, installation of airfield guidance signage and runway/taxiway edge lighting, conduit and cable installation, pavement markings, and drainage infrastructure rehabilitation. Work Area "A" is bounded to the west by Runway 11-29 ROFA, extends to the east boundary by Taxiway A TOFA, extends to the north boundary by Runway 7- 25 ROFA, and extends +-132' to the south boundary from Taxiway B centerline. Access to Work Area "A" shall be from Sunset Drive through a temporary construction access gate. The Contractor shall utilize the existing Taxiway B pavement as necessary to access the work area once through the gate as shown on the Construction Safety and Phasing Plan drawings. Contractor shall not be permitted access onto Runway 7-25, Taxiway A, or outside of the work area with any construction equipment or Contractor vehicles unless otherwise permitted by the RPR, Engineer or Owner. Work Area "B": Includes the pavement removal and reconstruction of Taxiway B, removal of Runway 7 end pavement, displacement of Runway 7 threshold, grading, subgrade preparation and placement of subbase material, installation of airfield guidance signage and runway/taxiway lighting, conduit, and cable installation, pavement markings, and drainage infrastructure rehabilitation. Work area "B" is bounded to the west, north, and south by the existing airport fence line, and extends to the east boundary by Runway 11-29 ROFZ. Access to Work Area "B" shall be from Sunset Drive through and existing airport swing gate. The Contractor shall utilize a stabilized access entrance to access the work area once through the gate as shown on the Construction Safety and Phasing Plan drawings. Contractor shall not be permitted access onto Runway 11-29, Taxiway A, or outside of the work area with any construction equipment or Contractor vehicles unless otherwise permitted by the RPR, Engineer or Owner. Work Area "C": Includes the pavement removal and reconstruction of Taxiway B, reconstruction of geometric widenings along Taxiway A, grading, and subgrade preparation and placement of subbase material, installation of airfield guidance signage and runway/taxiway lighting, conduit, and cable installation, and pavement markings. Work area "C" is bounded to the west and east by Taxiway A TOFA, extends to the north boundary by Runway 7-25 ROFA, and extends +-132' to the south boundary from Taxiway B centerline. Access to Work Area "C" shall be from Skyline Drive onto Aero Circle through an existing cantilever gate. The contractor shall utilize the existing taxilane onto Taxiway C then Taxiway B with flagger personnel to access the work area once through the gate as shown on the Construction Safety and Phasing Plan drawings. Contractor shall not be permitted access onto the apron, Taxiway D, Taxiway E, Runway 2-20, or outside of the work area with any construction equipment or Contractor vehicles unless otherwise permitted by the RPR, Engineer or Owner. Work Area "D": Includes the pavement removal and reconstruction of Taxiway B, reconstruction of geometric widenings along Taxiway E, removal of existing Runway 20 end shoulder pavement, grading, and subgrade preparation and placement of subbase material, installation of airfield guidance signage and runway/taxiway lighting, conduit and cable installation, pavement markings, and drainage infrastructure rehabilitation. Work Area "D" is bounded to the west by Taxiway A TOFA, extended to the east boundary by Taxiway C and Taxiway D TOFA, extended to the north boundary by Runway 7-25 ROFA, and extended +-131' and +-280' to the south boundary from Taxiway B centerline. Access to Work Area "D" shall be the same as Work Area "C". Contractor shall not be permitted access to the apron, Taxiway D, Runway 7-25, or outside of the work area with any construction equipment or Contractor vehicles unless otherwise permitted by the RPR, Engineer or Owner. Work Area "E": Includes the pavement removal and reconstruction of Taxiway B and D, removal of Runway 25 end pavement, displacement of Runway 25 threshold, reconstruction of geometric widening along Taxiway C, grading, subgrade preparation and placement of subbase material, installation of airfield guidance signage and runway/taxiway lighting, conduit, and cable installation, pavement markings, and drainage infrastructure rehabilitation. Work Area "E" is bounded to the west by Taxiway C/D TOFA, extended to the east boundary by the existing airport fence line, extended to the north boundary by Runway 7-25 ROFA, and extended to the south boundary by the existing ditch. Access to Work Area "E" shall be from the South Street through an existing construction access gate. The Contractor shall utilize the existing asphalt millings path to access the work area once through the gate as shown on the Construction Safety and Phasing Plan. Contractor shall not be permitted access onto Runway 2-20, Taxiway D, Taxiway E, or outside of the work area with any construction equipment or Contractor vehicles unless otherwise permitted by the RPR, Engineer or Owner. Work Area "F": Includes all airfield work necessary to apply runway and taxiway markings. Access to Work Area "F" shall be the same as Work Area "E". During this phase, is shall be the responsibility of the Contractor to coordinate with the engineer regarding construction schedule and planning. Contractor shall not be permitted access onto Runway 7-25, Runway 11-29, Runway 2-20, or outside of the work area with any construction equipment or Contractor vehicles unless otherwise permitted by the RPR, Engineer or Owner.
