Renovation of a power facility in Gainesville, Florida. Conceptual plans call for the renovation of a power facility.

Gainesville Regional Utilities is seeking qualifications for professional engineering consulting services under guidelines set forth in the Florida Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.055 to assist in the project development and engineering for the addition of: 1) Natural gas-powered firming generation capacity, 2) Battery Energy Storage System, 3) Associated master planning, and 4) Balance of plant and interconnection related services. Natural gas-powered firming generation technologies under consideration include Aeroderivative and Industrial Gas Turbines and Reciprocating Internal Combustion Engines (RICE) fueled primarily by natural gas. GRU is anticipating that the new firming power generating assets would be located at its Deerhaven Generating Station, at 10001 NW 13th Street, Gainesville, FL. The Deerhaven site is certified under the Florida Power Plant Siting Act (PPSA PS74-04). The primary site for installation of BESS is also the Deerhaven Generating Station, though alternative sites connected to the GRU transmission system may be considered for BESS. GRU expects that the work scope would be conducted in several phases. The phases are expected to include, but not be limited to the following: Phase 1 - Preliminary Discuss with GRU staff the findings in GRU's IRP; review as-built plant drawings and other documentation; conduct an on-site review of existing facility infrastructure and supporting data; and discuss with staff applicable issues, concerns, and solutions. Identify all long-lead equipment necessary to support the installation of flexible natural gas generation Prepare technical specifications for this long-lead equipment to be bid and Owner-Direct purchase by GRU. Identification of qualified bidders for major equipment (including prime mover and generator step-up transformer) and preparation of technical specifications for their procurement by GRU. Evaluation of received equipment bids and estimation of installed cost for each option for further financial evaluation by GRU. Provide schematic design services to a level sufficient to provide budgetary estimates. Prepare budget and project milestone schedule for the selected / recommended options. Development of a strategic site plan for the current phase of work and delineate areas for potential future equipment / facilities in coordination with GRU. Phase 2 - Generating Equipment Design Review of geotechnical and other available study results, plant drawings, and perform additional studies as required. Provide technical guidance and support in air and other regulatory permitting efforts as required. GRU currently anticipates directly engaging an air permitting engineer to support air permitting activities and local civil / planning firm to coordinate site permitting activities. Provide design required to support site and environmental permitting activities anticipated to be undertaken by GRU and under separate contract. Detailed design, specifications and documentation as required assemble technical specification packages to support bidding and installation of work required to provide a fully operational system consistent with good utility practice and in compliance with all regulatory requirements. Construction, commissioning, and startup support services As-built drawings Engineering support for GRU's permitting efforts. Phase 3 - Transmission Integration Design Detailed design, specifications and documentation as required to assemble technical specification packages to support bidding and installation of work required to integrate the selected generation option and BESS with GRU's transmission system consistent with good utility practice and in compliance with all regulatory requirements. Construction, commissioning, and support services As-built drawings Phase 4 - BESS Design Evaluation of technologies and options with GRU staff. Preparation of equipment specifications for bid and procurement by GRU. GRU may elect to pursue a 3rd party PPA on-site for a firm to install a BESS on GRU property or direct purchase a BESS system for installation on GRU property. Assist in preparation and evaluation of contracts for PPA or self-perform. Evaluation of bids for self-perform. The surety or sureties shall be a company or companies satisfactory to GRU. In accordance with the Florida Statutes, a person entering into a contract with GRU for the construction of a public building or repairs to a public building or a public work is required, prior to commencing work, to execute and record in the public records of Alachua County, a payment and performance bond with a surety insurer authorized to do business in the state as surety. The method of Contractor Selection has not been Determined at this time.
