As of July 30, 2025, this project is seeking sight plan approvals. An architect has been selected on the project. Per the developer, they are securing entitlements, funding and environmental review. A firm timeline for bidding and construction has not been determined. The Housing Authority currently owns the two parcels, and the Housing Authority will convey the parcels through a long-term ground lease, no less than 55 years, with the selected developer. The proposals should focus on affordable rental housing for a range of income levels (Please see Infill Infrastructure Grant & Surplus Land Act requirements). The units will be limited to income qualified households with incomes up to 60 to 80 percent of the area median income (AMI). (Please see Infill Infrastructure Grant & Surplus Land Act section requirements). The Project shall include high-quality design, development, financing, construction, ownership and management. The City expects to participate financially in the project by providing local and federal funds for a portion of project construction costs. This financing is generally referred to as "gap" financing. To that end, the City is particularly interested in development proposals that minimize the amount of financial assistance required from the City while providing a clear path to completing the development of the proposed project.
