The City of Seattle, through the Seattle Department of Transportation (SDOT), requests Statements of Qualifications (SOQs) from qualified firms to provide Construction Management Services Support for an assortment of capital projects with Federal Highway Administration (FHWA) funds. The support services may include work performed during pre-construction, construction, and post construction phases. The professional services sought include Construction Engineering, Resident Engineering, General Inspectors, and Specialty Inspectors (primarily Archaeological), Office Engineers with administrative support and document control, and Public Outreach support. These staff will support SDOT's in-house construction management staff, which is led by the SDOT Construction Engineer. SDOT has identified the following list of potential FHWA funded projects. The services assigned against this contract will be standalone negotiated hourly rate contract between the City and Consultant over scope, budget, and schedule with each completed negotiation documented, authorized, and issued to the Consultant via Contract Supplement. The scope, schedule, and budget for these projects will vary. There is no minimum guarantee of work from this solicitation. The City anticipates the awarding of one contract from this solicitation starting in Q3 2024 and ending in Q3 2028 with the option to extend if needed. STIP SEA-253 Denny Way Preservation: Grind and overlay asphalt pavement between 5th Ave and Stewart Ave (including Yale Ave). STIP SEA-235A Alaskan Way Protected Bike Lane: This project will build a protected bike lane on Alaskan Way between Virginia St and Broad St. The project includes adjusting the current lane widths to accommodate the new bike lane. STIP SEA-255 Beacon Ave S and 15th Ave S Safety: Project will construct a protected bike lane along Beacon Ave S between S Spokane St and 15th Ave S, on 15th Ave S. between Beacon Ave S and 14th Ave S, and on Golf Dr S between 15th Ave S and S Charles St. Scope elements include curb and gutter, sidewalk, curb ramps, storm drainage improvements, concrete and asphalt paving, tree pits, signal modifications and pavement markings. STIP SEA-247 Pedestrian Refuge Islands: Improve pedestrian safety at unsignalized intersections through installation of 8 pedestrian refuge islands. One location will require a new ADA compliant ramp. STIP SEA 234 Transportation Demand Management (TDM) and Wayfinding Expansion: The project will expand the City's TDM programs to reach key underserved travel markets or not currently served. It will implement Seattle Pedestrian Wayfinding Plan around major event destinations in the Downtown Seattle Regional Growth Center to support walking between major transit hubs and end destinations. DBE goals will be set per project. The first two projects assigned (STIP SEA-253 and SEA-255) are listed above and each project has a mandatory DBE 19% Goal. The approximate individual project budgets for the five (5) listed projects range from $70,000 to $1,500,000. *The value for this project is based on a financial range.
