Site work and new construction of a mixed-use development in Woodbury, Minnesota. Completed plans call for the construction of a pre-engineered storage facility; for site work for a pre-engineered storage facility; water / sewer project; and water / sewer project.

As of November 11, 2024, the groundbreaking ceremony was held last week. However, construction for related project (Woodlane Drive/Hargis Parkway) began in August 2024. Construction will commence by the end of this month and continue through 2028. All trades have been awarded. The previous solicitation is listed below for reference. Question Deadline 07/29/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. questions received less than ten (10) business days prior to the date for opening of Bids may not be answered. The Work shall be completed under one (1) contract consisting of all labor, skill, and materials required to properly construct the Project. The Project generally consists of the following Construction Contract: Contract No. 2 - Woodbury WTP (includes Contract No. 1 - PFAS Removal Pressure Vessel System) The Project is comprised of five (5) primary components as follows: GAC Facility: Construction of a new 32 million gallon per day (MGD) Water Treatment Plant (WTP) with an initial treatment capacity of 28 MGD, 61,500 square foot, two (2) level per- and polyfluoroalkyl substances (PFAS) removal plant. WTP to be constructed of cast-in-place and precast concrete with steel roof truss system. Basement level to contain dual concrete backwash receiving basins and related pumping system; four (4) stainless steel cartridge filters; pipe gallery areas; and significant ductile iron process piping, fittings, and valves. Main floor level to contain 21, lead-lag pressure vessel skids and associated process piping, fittings, and valves. GAC facility construction shall also include plumbing, mechanical, and HVAC systems, and electrical construction. Included with the GAC facility is the installation of the PFAS Removal Pressure Vessel System and GAC media, for which installation the Bidder is ultimately responsible. PFAS Removal Pressure Vessel System Pre-Selection: The City of Woodbury has competitively bid, pre-selected, and entered into Contract No.1 - PFAS Removal Pressure Vessel System for the purchase of a PFAS Removal Pressure Vessel System (System), generally including pressure vessel skids and associated skid operational piping, fittings, and valves. Contract No. 1 Pricing and Allowance. The selected System Supplier has been incorporated into the Contract Documents for the Project as an Allowance and as the only approved PFAS Removal Pressure Vessel System for the Project. Contract No.1 and the final coordination for procurement, fabrication, delivery, installation, and payment of the System (less the first 15% of the Contract No.1 price previously paid for by Owner) shall be part of the overall Lump Sum Base Bid for the Project and the responsibility of the Successful Bidder of the Project to coordinate. GAC Media: The City of Woodbury has pre-selected and will be pre-purchasing the GAC media for the Project. The GAC media cost is not included within the Bidders Contract Price for the Project. Successful Bidder shall be required to coordinate with the Owner and Engineer to place the production order, schedule GAC media delivery to the site, and install the GAC media to coincide with Bidders GAC vessel installation schedule, protocol, and overall WTP start-up sequence. Operation and Maintenance Facility (O&M Facility): Construction of a new 19,400 square foot precast concrete and concrete masonry unit (CMU) O&M Facility containing entry and foyer, reception, training room, office spaces, WTP control room and lab facilities, electrical room serving WTP and O&M facility, break room, locker rooms, rest rooms, workshop area, janitor facilities, upper level HVAC equipment area and related stair access, stair tower to GAC facility basement area, and steel truss roof system. Heated Vehicle Storage Facility: Construction of a new 16,100 square foot precast concrete heated garage/vehicle storage facility with steel truss roof system and including plumbing, mechanical, HVAC systems and associated electrical construction. High Service Pump Station and Clearwells Facility (HSPS): Construction of a new 54,500 square foot cast-in-place and precast concrete pump station with steel roof truss roof system. The HSPS facility shall generally include two (2) levels. Basement level shall contain two (2) parallel high service pumping chambers, pipe gallery areas, significant ductile iron process piping, fittings, and valves, backpressure flow control valves, magnetic flow metering, and chemical feed components. Main floor shall include a pump room containing vertical turbine pumping systems and related process pipe, fittings, valves, pressure surge tank, bridge crane, chlorine storage room with bridge crane, chemical delivery area, chemical storage and feed rooms, plumbing, mechanical, elevated area with HVAC systems, electrical room containing major electrical service and motor control center gear including variable frequency drives, control room, and laboratory spaces. HSPS to also include the construction of two (2) new 2 million-gallon cast-in-place rectangular concrete clearwells. Clearwells will be buried and include associated inlet, outlet, and overflow piping, access hatches and vent piping. Site Work: Work shall also include construction required outside of the physical building structures or facilities including but not limited to raw water influent lines, GAC filter water effluent piping, backwash supply piping, overflow piping, HSPS discharge piping, other site utilities, site grading, site stormwater basin components, site driveways and paving, two (2) 1,750 kW diesel generators, additional site electrical components, fencing, access gates, impermeable clearwell cover, drain tile system, and landscape improvements associated with the Project. This Project is funded in whole or in part by the 3M and State of Minnesota Settlement Agreement. As such, the State of Minnesota prevailing wage requirements (Minnesota Statutes, Sections 177.41 through177.44 and corresponding Minnesota Rules 5200.1000 to 5200.1120 Owners Rights Reserved: All Bids will be made on the basis of cash payment for such Work. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed sixty (60) calendar days after the date of Bid opening. Completion of Work: The Work shall have the following completion dates: - Substantial Completion: December 17, 2027 - Final Completion: June 30, 2028 *This project has been awarded and all trades have been let.
