If the proposal is accepted and the bidder is declared "not responsive," it is hereby agreed that the amount of the proposal guaranty will become the property of the State of Illinois and shall be considered as payment of damages due to the delay and other causes suffered by the State because of the failure to adhere to the procedures required. Otherwise, the bid bond will become void or the proposal guaranty check will be returned to the bidder. Contractors who desire to become prequalified or to renew their prequalification for this letting must file with the Department of Transportation, Bureau of Construction, Room 322, 2300 South Dirksen Parkway, Springfield, Illinois 62764, a Contractors Statement of Experience and Financial Condition no later than 4:30 PM prevailing local time, May 24, 2024. A contractor will not be prequalified for this letting unless the statement is received before the time and day established. The Department reserves the right to reject any and all bids, to waive minor or immaterial irregularities, informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding a bid. IL DOT - 209 - HMA Resurfacing and Widening With HMA Shoulders, Aggregate Shoulder, Culvert Re Placement, Pavement Marking, Shoulder Rumble Strips, Guardrail Replacement DESCRIPTION OF PROJECT County Highway 15 (E 22nd Road) is a rural two lane roadway with lane widths approximately 10-10.5-ft wide and approximately 3-ft wide aggregate shoulders. Each lane will be widened to provide 11-ft travel lanes and a 2-ft hot-mix asphalt shoulder. The intersections of C.H. 5 (N 17th Road) and C.H. 6 (N 21st Road) with C.H. 15 will also be widened to accommodate truck turning movements. C.H. 15 will also be resurfaced to provide required pavement thickness to be designated as a truck route. A 2-ft aggregate shoulder will be adjacent to the hot-mix asphalt shoulder. Open drainage will be maintained within the existing Right-of-Way with proposed ditch grading. There are two horizontal curves south and north of N 18th Road with existing superelevation to be matched with the resurfacing. There are multiple omissions, including bridge and railroad omissions. Other major work items include box culvert and pipe culvert removal and installation, earthwork, pavement marking, shoulder rumble strips, and guardrail removal and installation. CONTRACT GOAL TO BE ACHIEVED BY THE CONTRACTOR. This contract includes a specific DBE utilization goal established by the Department. The goal has been include because the Department has determined the work of this contract has subcontracting opportunities that may be suitable for performance by DBE companies. The determination is based on an assessment of the type of work, the location of the work, and the availability of DBE companies to do a part of the work. The assessment indicates, in the absence of unlawful discrimination and in an arena of fair and open competition, DBE companies can be expected to perform 6 % of the work. This percentage is set as the DBE participation goal for this contract. Consequently, in addition to the other award criteria established for this contract, the Department will only award this contract to a bidder who makes a good faith effort to meet this goal of DBE participation in the performance of the work. A bidder makes a good faith effort for award consideration if either of the following is done in accordance with the procedures set for in this Special Provision: (a) The bidder documents enough DBE participation has been obtained to meet the goal or, (b) The bidder documents a good faith effort has been made to meet the goal, even though the effort did not succeed in obtaining enough DBE participation to meet the goal.
