Site work for a communication facility in Bumpass, Virginia. Working plans call for site work for a communication facility.
As of October 16, 2024, per owner, the contract has been awarded. There is no projected timeline at this time. Louisa County, Virginia, (County) is issuing this request for proposal (RFP) for site construction and development to support public safety and commercial wireless equipment to improve the coverage of its radio communications system, which supports mission-critical public safety communications within the county. A. This RFP invites proposals from qualified vendors for the following products and services: 1. Design and develop a new 75-foot by 75-foot communications compound. 2. Furnish and erect a new 195-foot self-supporting Class IV tower and ancillary equipment, including, but not limited to, subgrade development, manufacturer-engineered tower foundation, radio frequency (RF) cable ice bridge, tower cable support ladder, wall-mounted entry port, anticlimbing devices/methods, Federal Aviation Administration (FAA)-required marking/lighting, lightning protection, and Motorola R56, Standards and Guidelines for Communication Sites (Motorola R56) grounding. a. The proposed tower antenna loading is included in Appendix F. b. Antenna, antenna mounts, and cabling will be supplied and installed by others. c. The foundation design for the new tower shall be based on the geotechnical survey. d. The Contractor will perform geotechnical studies for the site. e. The specifications in this RFP generally describe the work to be completed at the site, methods to be used, and the materials to be furnished. 3. Provide and install an 11-foot 8-inch by 16-foot 6-inch, outside dimensions, radio equipment shelter, including walls and flooring; electrical; dual heating, ventilation, and air conditioning (HVAC); grounding; and cable management at the new compound. a. The foundation design for the shelter shall be based on a geotechnical survey. 4. Provide and install a new 50-kilowatt (kW) emergency backup propane generator, including a 1,000-gallon liquid propane (LP) fuel tank. The County currently maintains Generac model SG50 50-kW propane generators at its other radio sites and prefers the same manufacture for maintenance uniformity. 5. Provide and install a new Liebert APS AS4 Series 20 kilovolt ampere (kVA)/18 kW UPS. 6. Provide warranty as specified in this RFP. B. Surveys studies have been conducted for the site. The exhibit for the lease area is shown in Appendix C. C. Appendix D shows the proposed site development plan. D. The County will perform a National Environmental Policy Act (NEPA) study or determination as required by the Federal Communications Commission (FCC) and/or another governing federal agency. This study is in process and results will be provided when available. E. The Contractor shall ensure that all site work, grounding, and equipment installation are completed per the RFP; provided drawings and specifications; Motorola R56, Standards and Guidelines for Communication Sites; and meet all applicable federal, state, and local codes. The more stringent shall apply. F. The Contractor shall provide a preliminary tower, shelter, generator, and site design showing compliance to the RFP. G. The Contractor shall provide all submittals including specifications, plans, documents, and exhibits for approval by the County's representative within 30 days of the notice to proceed. H. The Contractor shall procure and manage all permits and inspections for a turnkey project, at its expense. I. Respondents shall complete the compliance matrix provided in Appendix G. Failure to respond to any item in the compliance matrix may impact your eligibility. Offerors may submit any questions or requests for additional information regarding the project in written format by May 24, 2024. All questions shall be directed to Sam Massie at smassie@louisacounty.gov or via fax at (540) 967-3439. A formal clarification will be sent out in writing on May 28, 2024, to all known potential proposers. 8. BID BOND: Each bid shall be accompanied by a bid bond of five percent (5%) of the amount of the bid, which shall be a certified check, cash escrow or a bid bond payable to the County of Louisa. The sureties of all bonds shall be of such surety company or companies as are approved by the State and are authorized to transact business in the Commonwealth of Virginia. Such bid bond or check shall be submitted with the understanding that it shall guarantee that the bidder will not withdraw such bid during the period of 30 days following the opening of bids; that if such bid is accepted, the bidder will accept and perform under the terms of the Invitation for Bids and purchase order or contract. 9. PERFORMANCE AND PAYMENT BONDS: The successful bidder shall deliver to the purchasing office executed Performance and Payment Bonds, each in the sum of the contract amount, with the County of Louisa as obligee. The surety shall be a surety company or companies approved by the State Corporation Commission to transact business in the Commonwealth of Virginia. No payment shall be due and payable to the contractor, even if the contract has been performed in whole or in part, until the bonds have been delivered to and approved by the purchasing office. The method of Contractor Selection has not been Determined at this time. Plan Holders List not maintained.
