Summary The City of Palo Alto seeks a consultant to evaluate the Arastradero Creek tributary and complete a design, with approval from the jurisdictional permitting agencies, to address the source of a six-foot head cut and protect critical water, gas, and wastewater utility pipelines crossing the Arastradero Creek. The work will take place in Arastradero Creek in the Pearson-Arastradero Preserve in the City of Palo Alto. The project site is located approximately 1,300 linear feet upstream from Lake Arastradero. Background In March 2023, the City was informed of an exposed 8-inch diameter steel gas pipeline in the Arastradero Creek in the Pearson-Arastradero Preserve. The City received approval from the Army Corps of Engineers, under an emergency (RGP) 5 permit, to complete a temporary creek stabilization project to protect the gas pipeline from damage from future storms. As part of the project, the City installed a combination of cobbles and boulder revetments in the eroded channel bed to protect the 8-inch diameter gas pipeline and prevent the upstream 16-inch potable water transmission and 16-inch sewer pipeline from being exposed. The San Francisco Regional Water Quality Control Board (SFRWQCB) has required the City to complete a permanent creek stabilization project to address the 6-foot head cut and remove all temporary fill placed under the RGP 5 permit. All documents related to the temporary creek stabilization project are included for reference. The primary objectives of this project are the following: Determine and investigate the source of a six-foot head cut in Arastradero Creek and evaluate at a minimum the three options listed below (other options are acceptable as long as these options are evaluated and documented why they are not the best solutions) Survey and collect comprehensive data for background information, hydro monitoring, topography analysis, and Hydrologic & Hydraulic modeling purposes. Propose the most efficient and cost-effective project design for approval; Obtain all required permitting and adhere to all permitting requirements throughout the project; Complete the approved long-term creek stabilization project design, including a design for restoration of the roadway for project site access; Perform all monitoring and reporting required of the permits during construction and post-construction for project closeout. See below for the list of options identified by the SFRWQCB to be evaluated in this proposal: Option 1: Modifying Lake Arastradero; Option 2: Lowering utility pipelines below the predicted equilibrium slope of the head cut or Option 3: Implementing a larger stabilization design with multiple grade control features. If the City chooses to proceed with Option #2, the City may perform the Engineering design services with City resources. The Consultant may be required for services related to the permitting, monitoring, and reporting when lowering the utility pipelines. The City reserves the right to: Make the selection based on its sole discretion Reject any and all proposals Issue subsequent Requests for Proposals Postpone opening for its own convenience Remedy technical errors in the Request for Proposals process Approve or disapprove the use of particular subconsultants Negotiate with any, all or none of the Proposers Accept other than the lowest offer Waive informalities and irregularities in the Proposals and/or Enter into an agreement with another Proposer in the event the originally selected Proposer defaults or fails to execute an agreement with the City An agreement shall not be binding on the City unless and until it is executed by authorized representatives of the City and of the Proposer. The method of Contractor Selection has not been Determined at this time.
