Hazardous Material Abatement. SCOPE: The work includes proper stabilization of known and assumed interior lead containing paint including cleanup of paint chips, and lead paint chip impacted building materials, the removal of asbestos containing building materials, and the removal of mold impacted building materials as previously identified in surveys conducted at Historic City Hall and the Manor at 830 North Boonville in Springfield, Missouri for the purpose of the renovations of the buildings; and all incidental and collateral work necessary to complete the project. and selective demolition of any building components scheduled to be impacted by selective demolition, including but not limited to carpet, HVAC components, walls, wiring, electrical outlets, lights, plumbing, mechanical piping, fan coil units, etc. and other Work indicated in the Contract Documents and Drawings. Demolition: Consists of the removal and abatement of Lead based paint coatings throughout the interior of the Historic City Hall, the removal of mold in isolated areas and the removal of all asbestos containing materials. Refer to the documentation included herein for additional detailed reports, instructions and requirements (refer to Terracon, Inc. information) for the handling and removal of each of the hazardous materials listed above. QUESTIONS AND CLARIFICATION: Each bidder shall examine all Invitation for Bid documents and shall judge all matters relating to the adequacy and accuracy of such documents. Any inquiries or suggestions concerning the interpretation, clarification, or additional information pertaining to the Invitation for Bid shall be made in writing and submitted via email to the Buyer. The Buyer's contact information is listed on the cover page of this bid document. The cutoff date for questions and substitution requests is June 11, 2024, at 09:00 A.M. (CST). In submitting bids, each bidder agrees that the City of Springfield shall have ninety (90) calendar days in which to accept or reject any of the bids submitted unless otherwise specified. BID BOND: Each bid must be accompanied by a bid bond in the form of a cashier's check made payable to the City of Springfield - Director of Finance, or a bid bond duly executed by the bidder as principal and having as surety thereon a surety company satisfactory to the City. Per regulation 2 CFR 200.326(a) the bond so furnished shall be in the amount not less than five (5) percent of the amount of the total bid price. Checks or bid bonds will be returned to all except the three lowest qualified bidders within ten (10) days after the opening of bids and the remaining checks or bid bonds will be returned within five working (5) days after the City of Springfield and the successful bidder have executed the contract for the work. PERFORMANCE BOND, AND A LABOR AND MATERIALS PAYMENT BOND: The Contractor shall furnish a Performance Bond and a Labor and Materials Payment Bond with surety approved by the City and on the forms approved by the City. Each bond shall be issued in the amount of 100% of the contract price as required by 2CFR 200.326. Each bond shall be conditioned upon the full and faithful performance of all major terms and conditions of this contract and payment of all labor and material suppliers. NOTICE OF RECOMMENDATION FOR AWARD (NORA): After considering the basis of award and evaluation of bids, the City will within ninety (90) calendar days after the date of opening bids, notify the successful bidder that they have been recommended for award. The recommended bid awardee will have ten (10) days to submit requested documents and to be in full compliance with the bid requirements as identified in the NORA. TERMINATION OF AWARD: Any failure of the bidder to satisfy the requirements of the City shall be reason for termination of the award. Any bid may be rejected in whole or in part for a good cause when in the best interest of the City.
