Improvements to the Municipal Building Entry Vestibule for ADA Compliance The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications and Project Drawings Bidder must provide full contact information minimally including: requester name, company name, address, phone number, fax number, and email address. If bid documents are obtained from any source other than from the Architect, then it is the responsibility of the bidder and/or the plan service or entity providing those documents to the bidder, to verify any bidder to whom the bid documents were provided receives the full set of bid documents, including any Addenda. The Architect and the Township are not be responsible for any missing bid documents and/or deficient bid submitted based on incomplete or missing bid documents. It is each bidder's responsibility to ensure that it is bidding based on a complete bid document package as distributed by the Architect. Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township of Jefferson, and must be accompanied by a Certified Check, Bid Bond or Cashier's Check drawn to the order of the Township of Jefferson for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees must be accompanied by an executed consent on the enclosed Bid Bond and Consent of Surety Formsfrom an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the PURCHASING DEPARTMENT on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit their bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor's Performance Bond, Saturdays, Sundays, and Holidays excepted. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and P.L. 1975, c.127 (N.J.A.C. 17:27), Affirmative Action Regulations and P.L. 1977, Chapter 33 and as amended P.L. 2016 Chapter 43 of the Statement of Ownership Disclosure. The Municipality reserves the right to hold bids for 60 days. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Township of Jefferson makes the most advantageous bid and to waive such informalities as may be permitted by law. Funding for this project is provided by the United States Department of Housing and Urban Development to the County of Morris. Therefore, the Federal Labor Standards Provisions and Davis Bacon wage rates and reporting will apply. In all cases, the stricter of the Federal labor laws, when applicable, or New Jersey Department of Labor and Workforce standards (including the NJ Prevailing Wage Act (N.J.S.A 34:11-56.25 et seq., for public works projects) will apply. Attention is called to the fact that the contractor must ensure that employees and applicants for employment are not discriminated against because of their age, race, creed, color, national origin, ancestry, marital status, sex, affectional or sexual orientation. Small, Minority and Women's Business Enterprises are encouraged to submit bids. When applicable, add the following - Section 3 rules apply to contracts for projects that have received more than $200,000 in HUD-assisted funds ($100,000 for Lead Hazard Control) or when there is public housing financial assistance: To the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and, when possible, contracts shall be awarded to business concerns owned by area residents. Note: The Federal labor standards provisions, including Davis-Bacon, only apply to CDBG non-housing contracts for $2,000 or more and for any housing construction project with 8 or more CDBG-assisted units. The Federal labor standards apply to HOME funded contracts for 12 or more HOME-assisted units. ****Document Notes : Specifications and Project Drawings can be obtained starting Monday, May 20, 2024 during regular business hours at the architect's office for a fee of $50.00 per hardcopy set payable to Fox Architectural Design, PC.
