HMA Paving (M-3&M-97 at 8 Mile Rd) Description. This special provision consists of requirements and restrictions to maintain traffic on M-97 (Groesbeck Ave), M-3 (Gratiot Ave), and M-102 (8 Mile Rd) in the city of Warren and Eastpointe in Macomb County, Michigan. General. Maintain traffic throughout the project in accordance with the standard specifications, topicals, and supplemental specifications in the contract and as described on the plans for this project. Deadline for bidders to submit questions about this RFP 3:00 p.m. Eastern Wednesday, May 22, 2024. Anticipated date the State will post answers to bidder questions on online 3:00 p.m. Eastern Thursday, May 23, 2024. Bidder questions about this RFP must be emailed to the Solicitation Manager : ReChelle I. Kendrick Direct Phone: 517-373-5905; Email: KendrickR1@michigan.gov AWARD RECOMMENDATION. The contract will be awarded to the responsive and responsible bidder who receives a PASS for each criterion and has the lowest price. GENERAL CONDITIONS. The State will not be liable for any costs, expenses, or damages incurred by a bidder participating in this solicitation. The bidder agrees that its proposal will be considered an offer to do business with the State in accordance with its proposal, including the Contract Terms, and that its proposal will be irrevocable and binding for a period of 180 calendar days from date of submission.
