Site work for a civil project in Plymouth, Indiana. Completed plans call for site work for a water / sewer project.

The City of Plymouth, Marshall County, Indiana by and through its Board of Public Works and Safety, hereinafter referred to as the Owner, will receive sealed bid packets for the construction of a Water Works Improvements Project consisting of two Contract Divisions. Should any citizens require special provisions such as handicapped accommodations or non-English translation personnel, the City will provide such provisions as long as the request is made to the ADA Coordinator, Jeffery Houin, at cityattorney@plymouthin.com or 574-936-2948 by June 3, 2024. All prime contractors, subcontractors, small, minority or women owned enterprises and other interested parties are invited to attend. The Project will be constructed in two (2) Contract Divisions which are outlined below: Division I - Water Distribution System Improvements This contract will consist of the construction of water main replacements and relocations as shown on the plans. Generally, the work includes the installation of approximately 2,300' of 12" HDPE water main by horizontal directional drilling, 600' of 12" D.I. water main, and 320' of 6" water main installed by open cutting, together with all required service taps, service piping, transfer of customer services to new water mains, capping and sealing abandoned water mains, one railroad crossing by bore and jack method, and all associated valves, fittings, hydrants, testing, disinfection, and restoration work. Division II - Rehabilitation and Repainting of 1,000,000 Gallon Elevated Water Storage Tank The work to be performed under this contract division consists of performing metal repairs, completing improvements and modifications to various tank components, pressure washing, abrasive blast cleaning, and repainting the City's (West) 1,000,000 Gallon Elevated Water Storage Tank. instructions for payment will be provided in the downloading process. Requests for plans and specifications sent to the office of Midwestern Engineers, Inc., for a paper bound set, shall be accompanied by a check or money order. All service charges for viewing are non-refundable. The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for the construction of the facilities. Each bid must be enclosed in a sealed envelope bearing the Title of the Project, Contract Division, and the name and address of Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents and Specifications. E-Verify employment documentation, City Nepotism documentation, Doing Business with Iran, and Tier 1 Contractor Certification Pursuant to IC 5-16-13 documentation shall be completed and submitted with the bid documents. Bidders bond must include a certified copy of the power of attorney. . Bid security of the three lowest Bidders will be retained until the Contract has been awarded and executed, but no longer than ninety (90) days from the date of opening Bids. The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirableand to waive any and all informalities in bidding. Any bid may be withdrawn prioto the above scheduled time for the opening of bids or authorized postponementhereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bidsfor at least ninety (90) days. A conditional or qualified Bid will not be accepted. Award will be made to the lowresponsive, responsible bidder. All applicable laws, ordinances, and the rules and regulations of all authoritieshaving jurisdiction over construction of the project shall apply to the projecthroughout. Bids shall be properly and completely executed on bid forms included in theSpecifications. Bids shall include all information requested by Indiana Form 96(Revised 2013) included with the Specifications. Under Section III of Form 96, theBidder shall submit a financial statement. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform thework and the Bidder shall furnish to the Owner all such information and data fothis purpose as the Owner may request. The Owner reserves the right to rejecany bid if the evidence submitted by, or investigation of, such Bidder fails to satisfythe Owner that such Bidder is properly qualified to carry out the obligations of theAgreement and to complete the work contemplated therein. Each Bidder is responsible for inspecting the Project site(s) and for reading andbeing thoroughly familiar with the Contract Documents and Specifications. Thefailure or omission of any Bidder to do any of the foregoing shall in no way relieveany Bidder from any obligation with respect to its Bid. Wage rates on the project shall not be less than the federal wage scale publishedby the U.S. Department of Labor. Bidders on this work shall be required to comply with the provisions of the President's Executive Order No. 11246, as amended. The Bidders shall also complywith the requirements of 41 CFR Part 60 - 4 entitled Construction Contractors - Affirmative Action Requirements. A copy of 41 CFR Part 60 - 4 may be found in theSupplemental General Conditions of the Contract Documents and SpecificationsBidders shall be aware of the requirements set by the Bipartisan InfrastructureLaw of 2021, which mandate that all iron and steel, manufactured products, andconstruction materials used in a federal project must be produced in the UnitedStates. Pursuant to HUD's Notice, "Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Appliedto Recipients of HUD Federal Financial Assistance" (88 FR 17001), any fundsobligated by HUD on or after the applicable listed effective dates, are subject toBABA requirements, unless excepted by a waiver. The Bidders attention is also called to the "Minority/Women Owned Business Participation" and "Indiana Veteran Owned Small Business Program" requirementscontained in the Project Specifications. The Contractor must meet guidelines and practices established by the Indiana Office of Community and Rural Affairs and appropriate federal regulations including1) Executive Order 11246, 2) Section 3 of the Housing and Community Development Act of 1968, as amended, 3) Certification of Non-Segregated Facilities, 4OMB Circular A-102, 5) Title VI of the Civil Rights Act of 1964, 6) Section 504Rehabilitation Act of 1973, 7) Age Discrimination Act of 1975, 8) Executive Orde12138, 9) Conflict of Interest Clause, 10) Retention and Custodial Requirementsfor Records Clause, 11) Contractors and Subcontractors Certifications, 12) BuildAmerica, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58, 13) OMB's MemorandumM-24-02; Implementation Guidance on Application of Buy America Preferencein Federal Financial Assistance Programs for Infrastructure, 14) U.S. Housingand Urban Development CPD Notice 23-12; CPD Implementation Guidance fothe Build America, Buy America Act's domestic content procurement preferenceas part of the Infrastructure Investment and Jobs Act and others that may beappropriate or necessary. Contract procurement is subject to the federal regulations contained in the OMBCircular A-102, Sections B and O and the State of Indiana requirements contained in IC-36-1-9 and IC-36-1-12.
